HomeMy WebLinkAboutFIN-08-116 - E08-064 - Consultant Services - Road Reconstruction - Wavery Rd - Strange St to End Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2008-09-15 Submitted By: Dan Chapman Prepared By: Larry Gordon Date of Report 2008-09-08 Report No: FIN 08-116 Subject: E08-064 - Consultant Services - Road Reconstruction - Waverly Road- Strange Street to End RECOMMENDATION That Expression of Interest E08-064, Consultant Services - Road Reconstruction - Waverly Road - Strange Street to End, be awarded to 181 Group, Waterloo, Ontario at their estimated fee of $80,571., including a contingency of $6,910. and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The infrastructure on Waverly Road has reached the end of its' useful life and requires full replacement. The project is approximately 160m in length and involves the proposed replacement of sewers and watermains along the full length of Waverly Road and the extension of a trunk storm sewer to the existing Westmount Drain with an appropriately designed outlet structure, replacement of the roadway, curb and gutter and sidewalks, and all services to the property line. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established of S. Allen, Manager, Engineering Design and Approvals, J. Oakley, Manager, Construction, J. Seip, Design Technologist, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and the internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by six (6) interested parties. By the closing date of Friday August 8th, 2008, three (3) responses had been received. The Review Committee elected to interview all three Consultants. The Review Committee met on Tuesday August 26th, 2008 to interview the shortlisted candidates. The Committee elected to award the project to IBI Group, Waterloo. A listing of the responding parties follows for your reference.
