RECOMMENDATION
That Expression of Interest E08-063, Consultant Services -Road Reconstruction -Cedar
Street (Charles to St. George}, be awarded to McCormick Rankin Corporation, Kitchener at their
estimated fee of $118,898., including a contingency of $10,294. and G.S.T., based on a
satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The Cedar Street (Charles Street to St. George Street) reconstruction project has been initiated
to address the infrastructure issues which currently exist. The infrastructure along those streets
has generally reached the end of its useful life and requires full replacement. The project scope
includes the design and reconstruction of all underground services (sanitary sewer, storm sewer
and watermain) as well as sanitary and water services connections to the property line. The
asphalt roadway will be reconstructed as well as sidewalks and curbs. Construction is expected
to occur in 2009.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, E. Saunderson,
Construction Project Manager, D. Lupsa, Engineering Technologist, and L. Gordon, Director of
Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by six (6) interested parties. By the closing date
of Thursday September 4t", 2008, four (4) responses had been received. The Review
Committee met on Thursday September 18t", 2008 to review the submissions. A shortlist of
three (3) Consultants was selected for further interviews.
The Review Committee met on Monday October 6th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to McCormick Rankin Corporation,
Kitchener.
