Architects, Toronto, Ontario at their estimated fee of $75,000., including G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Director of Purchasing be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The HomerlNatson House & Gallery, located at 1754 Old Mill Road, is the homestead of Homer Watson, Canada's first noted landscape artist (1855-1936). The Gallery, constructed in 1906, is one of the oldest operating galleries in the Province of Ontario. The buildings and property are owned by the City of Kitchener, and are subject to a heritage conservation easement agreement between the City and the Ontario Heritage Trust, as well as a designating by-law under Part IV of the Ontario Heritage Act. The House & Gallery itself is operated by the Homer Watson House Foundation, which is an incorporated and non-profit entity, run by a volunteer Board of Directors. Both the City and the Board have a keen interest in the long-term conservation of the property and of the legacy of Homer Watson and the Doon School of Fine Arts; and recognize that the Homer Watson House & Gallery is uniquely significant for the cultural contribution it makes to the City and beyond. This includes the number and variety of courses taught at the studio, the unique exhibit space, and the cultural heritage significance of the site. In order to continue to provide cultural services and address the sustainability of the House and Gallery operations, the Board identified several issues requiring greater attention, including improving safety and accessibility; maintenance of the buildings and property; tourist amenities; and gallery and studio area. The intention of the Board was to address these issues in part through capital expansion and upgrades, including plans to add an addition to the coach house studio, and to build a new gallery as a separate structure but with accessibility to the main house. This has led to the conclusion that a Master Plan needs to be undertaken to assess and address in part, the appropriateness of accommodating physical and operating changes to meet the long-term vision of the Board, the City and the Community. The study area for the Master Plan shall include the Homer Watson House and Gallery property located at 1754 Old Mill Road, as well as a vacant parcel of park land also owned by the City and municipally addressed 1762 Old Mill Road. The Master Plan is to be divided into three parts or phases of work: Current Conditions Reporting; Needs and Wants Assessment; and Evolution. It is estimated that the Master Plan will take eight months to complete. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of L. Bensason, Coordinator, Cultural Heritage Planning, F. Hieblinger, Executive Director, Homer Watson House, and L. Gordon, Director of Purchasing. Expressions of interest were advertised on the City of Kitchener Home Page and the Internet through the Ontario Public Buyers Electronic Tendering Information System and the Canadian Association of Heritage Professionals relative to this project. Documents were downloaded by thirteen (13) interested parties. By the closing date of Friday August 15th, 2008, five (5) responses had been received. The Review Committee met on Thursday September 11th, 2008 to review the submissions. The Committee elected to interview Goldsmith Borgal & Company Ltd. relative to this project. The Review Committee met on Friday October 10t", 2008 to interview the shortlisted candidate. The Committee elected to award the project to Goldsmith Borgal & Company Ltd.
