Subject: T08-082- Middle Strasburg Trunk Sanitary Sewer
RECOMMENDATION
That tender T08-082, Middle Strasburg Trunk Sanitary Sewer, be awarded to Network Site
Services Ltd., Cambridge, Ontario at their corrected tendered price of $1,178,904.83, including
provisional items and contingencies of $180,000. and G.S.T., and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The City had completed an Environmental Study Report for the above project in 1998. Further,
the City filed an addendum to the ESR in February 2003. Activa Holdings Incorporated has
initiated the development of Stages 8, 9 and part of Stage 10 of Huron Village Subdivision, 30T-
01201. In accordance with condition 3.16 of the Draft Plan Modification dated September 22,
2008, the Middle Strasburg Trunk Sewer, "shall be extended from Huron Road to the northern
limit of the subdivision as identified in the Environmental Study Report, to the satisfaction of the
City's Director of Engineering. It is acknowledged that these works, including design expenses,
are included in the City's Development Charge By-law 99-106, as amended, and the City shall
be responsible for 100% of the cost of these works."
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Eighteen (18) potential bidders picked up tender documents, and by the
closing date of Thursday October 2nd, 2008, nine (9} tenders had been received.
The tenders were reviewed by J. Grubb, Stantec Consulting Ltd., the City's Consultants for the
project, and N. Gollan, Engineering Technologist, who concur with the above recommendation.
