Korabo Ward(s) Involved: nla Date of Report: October 22, 2008 Report No.: CRPS-08-178 Subject: APPOINTMENT OF NOMINATING COMMITTEE EXTENSION OF CURRENT TERM RECOMMENDATION: That Bradley Barbour, Sherry Landry, Holt Sivak and Gillian Wells be appointed to the Nominating Committee of the City of Kitchener for a term expiring November 30, 2010; and further, That the current terms of the Advisory Committees, the Aeronautical Noise Management appointee, Kitchener Housing appointee and the Property Standards Committee be extended to December 31, 2008 or when the new appointments are made; whichever occurs first. BACKGROUND: On September 8, 2008, Council approved recommendations from Compass Kitchener concerning the 2008 Review of Advisory Committees. One of these recommendations was establishing a Nominating Committee comprised of five members of the public and support staff. The purpose of the Nominating Committee is to undertake an accessible and inclusive review of applications submitted by the public for the City's 8 Advisory Committees. This review to be conducted based on the expertise /interest of each applicant and the criteria as outlined in each Advisory Committee's Terms of Reference. Upon completion of its review, the Nominating Committee is to present Council with a list of qualified candidates for each Advisory Committee. The current term of the Advisory Committees, the Property Standards Committee and the appointments to Kitchener Housing and the Aeronautical Noise Management Committee ends as of November 30, 2008 yet, the appointments to these committees and boards will not be made before December 8, 2008. REPORT: Nominating Committee Advertisements inviting applications to the Nominating Committee were placed in The Record and in the Community News. Citizens not currently sitting on an Advisory Committee or who have not sat for at least one year were invited to apply. At the time of the submission deadline, only two applications had been received. A decision was made by staff to extend the application deadline and this resulted in a further two applications being received. All four applicants meet the eligibility criteria therefore, it is being recommended that the applicants be appointed and the Nominating Committee proceed with only four members. Three staff members will act as support to the review process: Shelley Adams, Director of Community and Corporate Planning; Randy Gosse, Director of Legislated Services & City Clerk; and, Linda Korabo, Committee Administrator. Current terms The current term for the aforementioned committees and boards will come due on November 30, 2008 however; due to delays in starting the appointment process and in establishing a nominating committee, the date for appointments is scheduled for December 8, 2008. For this reason it is being recommended that the current terms be extended until December 31, 2008 or when the new appointments are made; whichever occurs first. The additional time between the scheduled appointment date and the end of the year will allow for more applications should there not be sufficient number of applicants to fill all vacancies. FINANCIAL IMPLICATIONS: COMMUNICATIONS: Following the appointment of the Nominating Committee, members will be contacted and dates established for the review process to begin. R.
