RECOMMENDATION
That Expression of Interest E08-091, Engineering Consultant Services -Bridge Inspections, be
awarded to Totten Sims Hubicki Associates (1997} Limited doing business as AECOM,
Kitchener, Ontario at their estimated fee of $39,270., including a contingency of $3,400. and
G.S.T.
BACKGROUND
The City of Kitchener requires a consultant with experience in the inspection of bridges to meet
its' legislated responsibility for ensuring the structural integrity of City owned bridges and for
meeting financial reporting expectations. Provincial legislation requires that all bridges be
inspected at least once every two years, and that all tangible capital assets have an assigned
cost. The City of Kitchener requires all City owned bridges to be inspected before the end of
2008.
The project scope includes completing a detailed visual inspection survey of each structure in
accordance with the Ontario Structure Inspection Manual and covers all applicable elements.
The inspection report will include the following: identify suspected performance deficiencies;
note areas of structure where routine maintenance is required; make recommendations for
repairs and rehabilitation; indicate suggested time frame or urgency of proposed work; identify
additional detailed investigations that are required; and obtain photographs of the structure and
significant deficiencies. The consultant shall also provide an approximate replacement cost for
each bridge as well as provide additional bridge attribute information.
It is anticipated that the inspections will be complete by December 19, 2008 and that the
compiled report of inspections will be submitted to the City by January 19, 2009.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager Engineering Design & Approvals, G. McTaggart, Manager
Infrastructure Asset Planning, R. Wheatley, Asset Management Technician, M. Palmer, Buyer,
and L. Gordon, Director of Purchasing.
Expressions of interest were requested from three (3) potential Engineering Consultants. By the
closing date of Tuesday October 14th, 2008, two (2) responses had been received. The Review
Committee met on Wednesday October 22nd, 2008 to review the submissions. The Committee
elected to award the project to Totten Sims Hubicki Associates (1997) Limited doing business
as AECOM, Kitchener, Ontario.
