HomeMy WebLinkAboutExpression of Interest - E05-070 - Environmental Assessment - Voisin Greenway - Stirling AveDate: November l~r, 2005 To: Mayor Carl Zehr and Members of Council Subject: E05-070 -Consultant Services -Municipal Class Environmental Assessment - Voisin Greenway -Stirling Avenue to the Conestoga Parkway RECOMMENDATION That Expression of Interest E05-070, Consultant Services, Municipal Class Environmental Assessment -Voisin Greenway -Stirling Avenue to the Conestoga Parkway, be awarded to Stantec Consulting Ltd., Kitchener at their estimated fee of $150,418., including a contingency of $12,780. and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of R. Shames, Director of Engineering, C. Curtis, Senior Project Manager, D Schmitt, Urban Forest Technologist, B. Steiner, Environmental Planner, S. Muscat, G.R.C.A., and L. Gordon, Director of Purchasing. Expressions of Interest were advertised in The Record, on the City of Kitchener Home Page and on the Internet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by ten (10) interested parties. By the closing date of Monday September 12th, 2005, four (4) responses had been received. The Review Committee met on Tuesday September 27th, 2005 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Tuesday October 18h', 2005 to interview the shortlisted candidates. The Committee elected to award the project to Stantec Consulting Ltd., Kitchener. A listing of the responding parties follows for your reference. Totten Sims Hubicki Associates, Kitchener Stantec Consulting Ltd., Kitchener MTE Consultants Inc., Kitchener Planning & Engineering Initiatives Ltd., Kitchener Engineering wishes to proceed with this project because of recent failures of the existing bag wall and it is evident that there will likely be future failures which need to be addressed before they become serious. Public and private property has been and will be damaged if no action is taken. The project consists of completing a Schedule B Environmental Assessment of the watercourse from the confluence with Borden Greenway to the expressway at Fisher-Hallman. Several alternatives for rehabilitating and/or repairing the watercourse will be developed and evaluated through the duration of the EA. Based on the recommendations of the report, the preferred alternative will be designed as part of this contract. Contract administration requirements are also part of this contract. The estimated cost of the EA was $200,000. FINANCIAL IMPLICATIONS Funding will be provided from index 855615 -Storm Water Management Implementation Index 855615 $ 1,365,400. EXPENSES Expenditures to date $ 967,677. E05-070 $150,418. Less G.S.T. Rebate ($ 9,840.) $140,578, $ 140,578. TOTAL $ 1,108,255. BALANCE $ 257,145. * This is an on-going program and the surplus will remain in the account to fund other storm water management projects as prioritized in the annual Stormwater Policy Audit.
