HomeMy WebLinkAboutExpression of Interest - E05-087 - Consultant - Civic Centre Heritage Conservation District Study & PlanDate: February 21sT, 2006 To: Mayor Carl Zehr and Members of Council Subject: E05-087 -Consultant Services -Civic Centre Neighbourhood Heritage Conservation District Study & Plan RECOMMENDATION That Expression of Interest E05-087, Consultant Services -Civic Centre Neighbourhood Heritage Conservation District Study and Plan, be awarded to Stantec Consulting Ltd., Kitchener at their fee of $59,952.53, including disbursements of $4,150.40 and G. S. T., based on a satisfactory contract being negotiated and further that the Director of Purchasing be authorized to execute an agreement satisfactory to the City Solicitor. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of L. Bensason, Heritage Planner, J. Willmer, Director of Planning, Z. Janecki, Heritage Kitchener Representative, L. Gorman, Property Owner Representative, D. Killion, Property Owner Representative, and L. Gordon, Director of Purchasing. Expressions of interest were advertised on the City of Kitchener and the Canadian Association of Professional Heritage Consultants websites. By the closing date of Friday December 2nd, 2005, five (5) responses had been received. The Review Committee met on Tuesday January 3'd, 2006 to review the submissions. Three respondents were selected for further interviews. The Review Committee met on Friday February 17th, 2006 to interview the shortlisted candidates. The Committee elected to award the project to Stantec Consulting Ltd., Kitchener. A listing of the responding parties follows for your reference. Stantec Consulting Ltd., Kitchener Office for Urbanism, Toronto Landplan Collaborative Ltd., Guelph Commonwealth Historic Resource Management Ltd., Perth Jill Armstrong, Project Management, Kitchener On October 4~', 2004 Council provided City staff with direction to initiate work on the possible establishment of a Heritage Conservation District in the Civic Centre Neighbourhood (DTS 04- 139). After receiving positive feedback from property owners at a public meeting held on February 22, 2005 (attended by the Ward Councillor) and receiving the names of property owners volunteering to form part of a working Heritage District Steering Committee; City staff prepared Terms of Reference which have been included in an Expression of Interest to hire professional heritage consultants to undertake work on preparing a Heritage District Study and Plan for the Civic Centre Neigbourhood . FINANCIAL IMPLICATIONS Funding will be provided from index 715075 -Heritage District General Provision Index 715075 $95,889.19 E05-087 (including G.S.T.) $59,952.53 Less G.S.T. Rebate ($ 3,922.13) $56,030.40 $56,030.40 Balance $39,858.79 * The balance will be used to cover wages for the Assistant Heritage Planner's part-time wages for the next year. We may also require funding for contingencies to be used for printing, advertisements, public meetings, and possibly for the Consultants to participate in an additional one or two public meeting.
