Subject: E05 -091 — Consultant Services — Centre Block Additional Testing — Supplementary
Phase II Environmental Site Assessment and Designated Substance Surveys
RECOMMENDATION
That Expression of Interest E05 -091, Consultant Services - Centre Block Additional Testing -
Supplementary Phase II Environmental Site Assessment and Designated Substance Surveys, be
awarded to Frontline Environmental Management Inc., Kitchener at their estimated fee of
$46,253.96., including a contingency of $4,750. & G.S.T.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services /Consultants, a Consultant's Review Committee was established consisting
of H. Gross, Director of Project Administration & Economic Investment, and L. Gordon,
Director of Purchasing.
Expressions of interest were requested from three known Environmental Consultants. By the
closing date of Friday December 2nd, 2005, three (3) responses had been received. The Review
Committee reviewed the submissions and elected to award the project to Frontline
Environmental Management Inc, Kitchener.

A Phase I and Phase II ESA was recently completed for Centre Block by Naylor Engineering.
The Phase II ESA identified several potential environmental concerns which requires the
completion of additional Phase II work.
The additional Phase II work involves:
• Obtain additional groundwater data to confirm or refute the potential for adverse impact to
the on -site groundwater matrix from polycyclic aromatic hydrocarbons (PAH) and volatile
organic compounds (VOC).
• Investigate soil conditions within the interior of the Forsyth Building in areas of potential
concern, to confirm or refute the potential for on -site sources of PAH and VOC impact to
groundwater at the site.
• Determine the quantities of the following items:
o uncontaminated soil that is considered suitable for construction, or for on -site re-
use in construction and development,
o uncontaminated soil that is considered unsuitable for re -use in construction and
development, and;
o contaminated soil to be removed or remediated.
• Provide additional site data to aid in the formulation of suitable soil and groundwater
management strategies.
• Provide a Designated Substances Survey of the Forsyth Building for potential development
• Provide a Designated Substance Survey of the Mayfair Building for potential development
• Provide a Designated Substance Survey of 156 /158 King Street West for potential
development
• Compile all existing and proposed data into a comprehensive environmental report
documenting the current environmental conditions of the site soils and groundwater,
sufficient to address the planning, construction, and environmental remediation issues of a
potential purchaser and developer of the site, in a transparent, defensible, and unambiguous
manner.
• Provide additional site data to address the concerns of various stakeholders; including, but
not necessarily limited to, the City of Kitchener, steering committee members, adjacent
property owners, future potential purchasers and developers of the site, and the general
public.

Funding will be provided from index 345320 — Economic Development Investment Fund
