Subject: TOS-039 -City of Kitchener Work Clothing
RECOMMENDATION
That tender TOS-039, City of Kitchener Work Clothing, be awarded to Unisync Group Limited,
Guelph, Ontario, for two (2) years at their tendered price of $57,775.37 per year, including
G.S.T. & P.S.T., with an option to renew for an additional three (3) one-year periods.
REPORT
Tenders were requested from four (4) potential bidders, an additional seventeen (17) picked up
from the Internet, advertised publicly in The Record, the City of Kitchener web site and on the
Internet through the Ontario Public Buyers Electronic Tendering Information System. By the
closing date of Thursday November 17th, 2005, seven (7) tenders had been received.
Low bid received from S&S Sportswear Ltd. was disqualified due to being an incomplete bid as
only thirteen (13) of the fifty-one (51) items were bid on.
The second low bid received from Canadian Linen and Uniform Service was disqualified as they
were unable to provide samples, when requested, of all the items required for evaluation
purposes.
The third low bid was received from R. Nicholls Distributors who were unable to provide all the
samples required for evaluation purposes. Of the samples they did provide, some did not meet
the specifications as outlined in the tender document and therefore was disqualified.

The collective agreement between the Corporation and the Kitchener Civic Employee's Union,
CUPE Local #68, provides for the issue of uniforms to employees who are covered by this
agreement. The uniforms must be worn by employees while on duty. Styles are appropriate to
the work location but most commonly include navy blue work wear that is branded with an
identifiable City crest, as well as the orange-coloured safety clothing that is typically worn when
working on roadways.
The submissions were reviewed by the clothing committee that consists of D. Daly, Labour
Relations Officer, L. Eckel-Braun, Manager of Cemeteries, C. Greenwood, Local 68 President,
D. Kudoba, Local 68 Secretary, R. Zarin, Operations Supervisor (Roads), and L. Stecho,
Supervisor of Purchasing, who concur with the above recommendation.
Based on the formula as set out in CUPE Loca168 agreement, prices will increase by .OS% over
2005 pricing.
FINANCIAL IMPLICATIONS
Funding will be provided from various departments operating indices.
