Subject: T05 -042 — Lighting Poles and Luminaries
RECOMMENDATION
That tender T05 -042, Lighting Poles and Luminaries, be awarded to Graybar Electric, Kitchener
at their tendered price of $275,219.12 including G.S.T and P.S.T.
REPORT
Tenders were requested from thirteen (13) potential bidders, advertised publicly in The Record,
on the City of Kitchener web site and the Ontario Public Buyers Electronic Tendering
Information System. By the closing date of Thursday May 19th, 2005, three (3) tenders had been
received.
The tenders were reviewed by E. Saunderson, Design and Construction Manager, L. Lynch,
Manager Engineering Infrastructure, and R. Kruppa, Buyer, who concur with the above
recommendation.
Due to delays in lighting design and approvals from the Regional Municipality of Waterloo, the
tender recommendation was not brought forward at the time of closing. The design and approval
issues have been resolved. The low bidder, Graybar Electric, has granted an extension on the
tender acceptance time line and agreed to hold pricing as tendered in May 2005.
The following tenders were received:
Graybar Electric Kitchener, ON $275,219.12
Nedco Electric Kitchener, ON $278,415.02
Gerrie Electric Kitchener, ON $342,264.15
In an on -going effort to enhance the streetscape as part of all Capital reconstruction projects in
the downtown, Engineering Infrastructure staff identified two impact projects where pedestrian
level lights would accommodate urban design opportunities.
These projects include: 1) Victoria Street from Joseph Street to Weber Street, and, King Street
from Victoria Street to Francis Street, is a partnership with the Regional Municipality of
Waterloo and the Province of Ontario, Millennium Superbuild initiation. 2) King Street from
Frederick Street / Benton Street to Scott Street, and, Scott Street from King Street to Duke Street,
is a streetscape improvement initiation funded through the Economic Development Investment
Fund (EDIF).
Both of these projects will be completed as part of the City's Capital Works program in 2006.
FINANCIAL IMPLICATIONS
Funding will be provided from index: 855726 — Victoria Street Reconstruction
The projects are anticipated to be in surplus positions once completed as follows:
855726 - Victoria Street Reconstruction $ 142,935.
852018 — Downtown Streetscape $ 35,484.
