Subject: TOS-074 -Cedarview Place Construction
RECOMMENDATION
That tender TOS-074, Cedarview Place Construction, be awarded to Terracon Underground Ltd.,
Brantford, at their tendered price of $523,209.11, including provisional items of $47,521.50 and G.S.T.,
and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, the City of Kitchener web
site and on the Internet through the Ontario Public Buyers Electronic Tendering Information System.
Nine (9) potential bidders picked up tender documents, and by the closing date of Thursday November
3rd, 2005, seven (7) tenders had been received.
The tenders were reviewed by D. Lindner, MTE Consultants Inc., the City's Consultants for the project,
and H. Gross, Director of Project Administration & Economic Investment, who concur with the above
recommendation.

On June 13th, 2005, the City received a letter from the owners of the industrial subdivision subject to the
Grand River Business Park -Shirley Drive extension business case, requesting that the City consider
extending the current agreement to allow the construction of their Phase 2 -Cedarview Place. Council
subsequently approved the capital funding for this project at their August 29th, 2005 meeting. The City
will front-end the cost of construction of Cedarview Place and recover the cost of construction, with
interest, through a lot frontage assessment payable at the time the lots are sold. This project will facilitate
the creation of 8 industrial lots totalling approximately 14.86 acres. This project will assist in meeting the
demands of industry for locating or expanding in Kitchener.

Uncommitted balance of EDIF for 2005 is $341,000. This project is phase 2 of the Grand River
Business Park, for which an additional $304,000. repayment into the EDIF fund is expected over
the remainder of 2005/early 2006. Remainder will be funded from the 2006 EDIF funds
received.
