I ~ li i, Date: January 24th, 2006 To: Mayor Carl Zehr & Members of Council Subject: TOS-084 -Chandler Mowat Community Centre Construction RECOMMENDATION That tender TOS-084, Chandler Mowat Community Centre Construction, be awarded to M.J. Dixon Construction Limited, Mississauga their tendered price of $1,591,000., plus a contingency of $80,000. and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT Tenders were requested from seven (7) prequalified General Contractors. By the closing date of Thursday December 15th, 2005, seven (7) tenders had been received. The tenders were reviewed by C. Radigan, Teeple Architects Inc, Consultants, the City's Consultants for the project, and M. Petricevic, Project Manager, who concur with the above recommendation. The following tenders were received: M.J. Dixon Construction Limited Nith Valley Construction Ltd. Melloul-Blarney Construction Inc CRD Construction Ltd. Maple Reinders Constructors Ltd. Dakon Construction Ltd. Merit Contractors Niagara Mississauga, ON $1,591,000. New Hamburg, ON $1,598,000. Waterloo, ON $1,629,000. Guelph, ON $1,641,000. Cambridge, ON $1,669,000. Waterloo, ON $1,686,000. St. Catharines, ON $1,709,000. The Chandler Mowat Neighbourhood Association, along with the House of Friendship, have provided necessary services and programming to the residents in this community for many years. This work is currently being done out of a temporary portable facility which has quickly become insufficient for the needs of the community. Members of the Chandler Mowat Neighbourhood Association, the House of Friendship, and a large contingent from the community made a video presentation to Council at their January 20th, 2003 Council meeting where Council voted not to accept staffs recommendation to delay the project until 2008/2009 and to reinstate the original date to the years 2005/2006. FINANCIAL IMPLICATIONS REVENUES Contribution from Capital $ 242,000. Contribution from Development Charges $2,186,000. Contribution from Kitchener Utilities $ 30,000. TOTAL $2,458,000. COST OF CONSTURCTION Construction Costs (TOS-084) $1,591,000. Construction Contingency (TOS-084) $ 160,000. Relocation of Portables $ 60,000. Consulting Fees $ 168,000. Furnishings $ 140,000. Facility Management Fees $ 50,000. Artwork - 1% $ 20,000. Miscellaneous (Soils Testing, SWM Fee, etc) $ 60,000. TOTAL $2,249,000. Balance $ 209,000. * The surplus currently shown under construction costs will be re-allocated to other areas of the project as needed. ~<~< Any surplus funds remaining will be re-allocated to Development Charges Fund and Capital Surplus Account Larry Gordon Director of Purchasing
