RE: Invitation To Contribute To The Chamber Health Care Recruitment Council
Dear Mayor Zehr and Council:
On behalf of the Board of Directors of the Greater Kitchener Waterloo Chamber. of Commerce we are
extending an invitation to the City of Kitchener to invest in a comprehensive economic development-
initiative for physician recruitment in the community.
Working together with local hospitals, the new Chamber Health Care Recruitment Council, its volunteer
task forces and Chamber support staff will plan and deliver programs that will:
1. Attract and retain family physicians, improving access for residents of Kitchener-Waterloo-
Woolwich to primary health care.
2. Support local hospitals with their recruitment and retention efforts to ensure that they have a level
of specialist support for all hospital patient care services and for family physicians to have access
to specialist care for their patients.
3. Market Kitchener-Waterloo-Woolwich as an attractive community to practise not only for family
physicians and specialists, but other health care professionals.
4. Address community health care issues and needs through policy development and advocacy
initiatives with senior level governments to ensure broader provincial policy on the funding and
delivery of health care in the Kitchener Waterloo area will be addressed.
The Chamber has managed the physician recruitment program since 1998. 87 physicians have established
practice in our area in that time. It is estimated that approximately 10,000 K-W citizens that didn't have a
family physician in 1998 now do. However, it is estimated that over 33,000 residents .still do not have a
family physician and two factors continue to challenge our community's recruitment efforts.
The Kitchener Waterloo area's recruitment initiatives continue to be challenged by our fast growing
population. As well, the competition for qualified health care professionals with other communities in the
province has increased significantly. To respond to these challenges and strengthen our recruitment
initiative, the process of developing a new vision, operational model and governance structure was
carefully crafted over the past two years. It involved input from a number of Chamber volunteers,
business and community leaders, including representatives of the university, corporate sector, medical
community and Mayor Zehr. The creation of the Chamber Health Care Recruitment Council is the result
and has the full support of the business community and local hospitals.
An added challenge for our recruitment. efforts is the Ministry of Health and Long Term Care's decision
to revoke our community's underserviced designation in August of 2005. The Ministry is currently
reviewing this decision given more current information. The loss of this designation means that our
community is competitively disadvantaged against other Southern Ontario communities, such as Barr~tea}egically

Burlington, Brantford, Milton and Windsor who can offer family physicians valuable financial incentives
through Ministry programs.
We have also lost revenues from the Ministry for transportation and accommodation expenses for family
residents participating in our physician recruitment weekend and for family physicians investigating the
community for practice opportunities. While disappointed with the loss of the designation and the
resultant competitive disadvantage, the Chamber will respond by implementing new strategies under the
Chamber Health Care Recruitment Council.
Attached is an organizational chart for the Chamber Health Care Recruitment Council, mandates for each
of the Task Force initiatives, and summary budget. Liaison with the Joint Medical Resource Planning
Committee of the two local hospitals is an integral part of the new structure ensuring that both family
physician and specialist recruitment is well co-ordinated so that financial and human resources are fully
optimized. The Chamber is committed to ensuring that volunteers have access to the staff required to help
our community bring recruitment success and health care advocacy to the next level. A co-ordinated
human resources plan has been developed that allows for full time support through our Chamber Vice
President who will be dedicated to recruitment efforts working directly with the Council. In addition,
other Chamber staff members will provide support through policy development and advocacy as well as
resident weekend and tour planning, communication and marketing.
Our 2006 annual budget has been set at $170,000. The majority of the funds will be raised through
corporate donations. In addition to this request, The City of Waterloo and the Township of Woolwich will
also be invited to participate in this new physician recruitment initiative. We are asking corporate donors
to make five year commitments to the initiative; however we recognize that this may be difficult for local
councils. Therefore, the Greater Kitchener Waterloo Chamber of Commerce invites the City of Kitchener
to contribute an investment of $20,000 in support of this important economic development initiative over
the next year. $10,000 of that will contribute directly to family physician recruitment and $10,000 to
specialist recruitment.
In summary, investment in the Chamber Health Care Recruitment Council makes sense for a number of
reasons:
It is consistent with the City of Kitchener's economic development mandate.
It will allow the Kitchener Waterloo area to compete with strong recruitment efforts from
competing communities.
It leverages financial investment from the business community and hospitals providing the
best value for investments made.
It supports a comprehensive (family physician and specialist) recruitment effort by addressing
new challenges.
It builds upon the strengths of a comprehensive volunteer network which has a track record of
significant experience and achievement in this recruitment field.
We thank Mayor Zehr and Council for considering this invitation to invest in the Chamber Health Care
Recruitment Council and look forward to continuing our positive working relationship in implementing
this new program.

*As with all chamber committees and task forces, the Chamber Health Care Recruitment Council
reports to the Board of Directors through the President & CEO. The Council consists of 11 people,
including the 7 functional area chairs. The President & CEO, VP Policy, a Board Advisor and Board
Liaison will also be assigned to the Council. Chamber staff will co-ordinate the Council's agenda and
meetings, advocacy, media and event management under the same guidelines established by the Board
of Directors for all chamber committees and task forces.

CHCRC TASK FORCE MANDATES
CHAMBER HEALTH CARE RECRUITMENT COUNCIL TASK FORCE MANDATES
Family Physician Liaison -Glen Mothers, CIBC Wood Gundy (To January 31 S`, 2006)
This task force will liaise with family physicians and is involved in a number of marketing initiatives
including the Physician Recruitment Weekend and Health Professional Recruitment Tour.
Future of Health Care Delivery - Dr. Joe Lee, Centre for Family Medicine (To June 30, 2007)
Education &Inter-Professional Recruitment
This task force will further educational programs with Ontario Medical schools to attract more
students for residency and clerkships and will work to retain physicians through continuing
medical education opportunities. They will also focus on opportunities to attract other health care
providers. In particular, this task force will liaise closely with the specialist recruitment
initiatives of the two hospitals' Joint Medical Resource Planning Committee. Other initiatives
include positioning our community well in terms of the future of health care delivery with
respect to the role of the nurse-practitioner and other health professions.
JMRPC /Specialist Liaison - Dr. Ashok Sharma, Grand River/St. Mary's Hospitals (To June 30, 2007)
This task force will act as liaison to the two hospitals' Joint Medical Resources Planning Committee and
their specialist recruitment initiatives. The group will also act in an advisory capacity on current and
health care delivery issues.
Partner Employment Network -Cathy Marks, Research In Motion (To June 30, 2007)
This working group will focus on opportunities to find employment for spouses and partners of family
physicians in order to encourage decisions to locate in Kitchener-Waterloo-Woolwich.
Development Strategies -Campaign Chair - TBD/Advisor -Greg Barratt, Cowan Insurance/ (To June
30, 2006)
This task force is responsible for recruiting community funds and sponsorships to support the initiatives
of the Chamber Health Care Council.
Welcome Network - Mitali De, Wilfrid Laurier University (To June 30, 2007)
This task force is a network of individuals who are available to provide their perspective of our
community to physician families considering locating to Kitchener-Waterloo-Woolwich. Special
emphasis will be placed on a network of individuals fiom the broad diversity of faiths and cultures
represented in our area.
Facilities & Accommodation -Roger Farwell, The Walter Fedy Partnership (To June 30, 2006)
This task force will explore opportunities to provide physicians with facilities to practice as well as
accommodation for medical students doing their residencies and clerkships.
