HomeMy WebLinkAboutExpression of Interest - E06-022 - Consultant - Victoria Park - Survey & Base PlanDate: March 7th, 2006 To: Mayor Carl Zehr and Members of Council Subject: E06-022 -Consultant Services -Victoria Park -Survey and Base Plan Preparation RECOMMENDATION That Expression of Interest E06-022, Consultant Services -Victoria Park -Survey and Base Plan Preparation, be awarded to Northway -Photomap Inc., Don Mills, Ontario at their estimated fee of $49,755., including G.S.T. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of G, Nixon, Landscape Architect, L. Proulx, Director of Facilities Management and L. Gordon, Director of Purchasing. Expressions of interest were requested from four (4) known consulting firms and by the closing date of Monday February 13th, 2006, three (3) responses had been received. The Review Committee met on Thursday February 23'd, 2006 to review the submissions. The Review Committee elected to award the project to Northway -Photomap Inc., Don Mills, Ontario. A listing of the responding parties follows for your reference. Northway -Photomap Inc. Don Mills, Ontario MTE Consultants Inc. Kitchener, Ontario Conestoga-Rovers & Associates Waterloo, Ontario Victoria Park has seen ongoing upgrading and improvements over the last 25 years. This includes significant storm sewers, playgrounds, splash pads, pedestrian lighting and Christmas lighting, etc. Many of the underground services for these improvements need to be clearly identified in a comprehensive way. Several of the underground and above grade utilities have been abandoned or are redundant as well. All these utilities must be identified accurately and in an organized fashion. This survey and inventory work is significant because many groups and individuals are doing excavations without accurate utility information; and as a result, a severe safety issue may surface and the risk of human lives are at stake. This work is long overdue, and our department has listed this as a High Priority on our project list, which needs to be completed without delay. FINANCIAL IMPLICATIONS Funding will be provided from index 637278 -Victoria Park Strategic Plan Index 637278 -Victoria Park Strategic Plan $270,000. E06-022 $49,755. G.S.T. Rebate 3 255. Total $46,500. $ 46,500. BALANCE $223,500. * The balance will be used to fund identified projects in the strategic plan over the next three years: Topsoil & Sod, Asphalt Paving, Vehicle Gates, Pavilion Entrance and Boathouse planning and Lease Upgrades. ~~_ Larry Gordon Director of Purchasing
