HomeMy WebLinkAboutExpression of Interest - E06-032 - Consultant - Twin Pad Arena - Design & Construction~: k } Date: May 9 , 2006 To: Mayor Carl Zehr and Members of Council Subject: E06-032 -Consultant Services -Design and Construction of a Twin Pad Arena RECOMMENDATION That Expression of Interest E06-032, Consultant Services -Design and Construction of a Twin Pad Arena, be awarded to PBK Architects Inc., Toronto, Ontario at their fee of $743,650, including disbursements and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of H. Gross, Director of Project Administration and Economic Investment, K. Kugler, Manager of The Aud and Community Arenas, G. Collins, Supervisor of the Aud and Community Arenas, M. Petricevic, Project Manager, Facilities Management, R. Morgan, Capital Investment Advisor Project Administration & Economic Investment, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and on the internet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by twenty-two (22) interested parties. By the closing date of Friday March 24t1', 2006, nineteen (19) responses had been received. The Review Committee met on Thursday April 6~', 2006 to review the submissions. A shortlist of four (4) Consultants was selected for further interviews. The Review Committee met on Wednesday May 3~d, 2006 to interview the shortlisted candidates. The Committee elected to award the project to PBK Architects Inc., Toronto, Ontario. MMMC Inc., Architects Kitchener, ON On January 30~', 2006 Council gave Staff direction to proceed with the design and construction of a new Twin Pad ice rink facility on the current Hanson Snow Dump site. The first step in this process was to hire a consulting team. FINANCIAL IMPLICATIONS Funding will be provided from index 646485 -New Community Arena/Twin Pad REVENUES Contribution from Capital $ 1,580,000.00 Contribution from Development Charges $14,220,000.00 TOTAL $15, 800,000.00 EXPENSES Construction Costs $11,662,934.00 Construction Contingency $ 583,147.00 Snow Dump Replacement $ 603,200.00 Consulting Fees $743,650.00 Less G.S.T.
