HomeMy WebLinkAboutExpression of Interest - E06-038 - Consultant - Accessibility AuditReport To: Mayor Carl Zehr and Members of Council Date of Meeting: 2006-30-06 Prepared By: Larry Gordon Date of Report 2006-10-24 Report No: FIN 06-044 Subject: E06-038 -Consultant Services -Accessibility Audit RECOMMENDATION That Expression of Interest E06-038, Consultant Services - Accessibility Audit (City of Kitchener portion), be awarded to The Herrington Group Ltd., St. Catharines, Ontario at their fee of $38,569.16, including G.S.T., based on a satisfactory contract being negotiated. BACKGROUND The Accessibility for Ontarians with a Disability Act, 2005 (AODA) is legislation that requires municipalities to identify, prevent and remove barriers in their community for individuals with a disability. Identifiable barriers include, but are not limited to, information/communication, technological, policy/practice, attitudinal and physical/architectural barriers. The 2005 and 2006 Joint Accessibility Plans have prioritized an initiative to identify physical/architectural barriers in facilities through a Joint Accessibility Audit. Municipalities involved in the Accessibility Audit will include the City of Kitchener, City of Waterloo, Township of Woolwich and the Township of Wellesley. The cost for the audit will be shared by the participating communities. Building upon a strong foundation of accessibility initiatives and a longstanding commitment to working in collaboration with persons with disabilities in Kitchener-Waterloo and area, joint accessibility planning between the municipalities and organizations allows for: ~` Provision of a more seamless approach to the removal of barriers encountered by persons with disabilities in our community *Use of existing local expertise and resources to be maximized * Broadening of the collaborative process through the sharing of staff training and education opportunities * Integration of accessibility planning into the strategic and business planning practices of the municipalities REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of K. Steiss, Inclusion Services Coordinator, L. Proulx, Director of Facilities Management, A. McGregor, Project/Construction Manager, City of Waterloo, M. Bosetti, Administrator/Clerk Treasurer, Corporation of the Township of North Dumfries, V. Hummel, Deputy Clerk, Woolwich Township, B. Toby, Township of Wellesley, L Ardill, Volunteer Action Centre and L. Gordon, Director of Purchasing. Expressions of interest were requested from eight (8) known consultants, advertised in The Record, on the City of Kitchener Home Page and on the internet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by thirteen (13) interested parties. By the closing date of Wednesday August 9~', 2006, seven (7) responses had been received. The Review Committee met on Friday August 18~', to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Wednesday September 20th, 2006 to interview the shortlisted candidates. The Committee elected to award the project to the Herrington Group Ltd., St. Catharines, Ontario.
