HomeMy WebLinkAboutExpression of Interest - E06-039 - Consultant - Huron Natural AreaDate: Apri125~', 2006 To: Mayor Carl Zehr and Members of Council Subject: E06-039 -Consultant Services -Huron Natural Area RECOMMENDATION That Expression of Interest E06-039, Consultant Services -Huron Natural Area, be awarded to Dougan & Associates -Ecological Consulting Services, Guelph, Ontario at their estimated fee of $196,696.71, including disbursements of $16,711.70 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of G. Hummel, Manager Park Planning, Development & Operations, D. Ritz, Supervisor of Design & Development, D. Schmitt, Urban Forest Technologist, and L. Gordon, Director of Purchasing. Expressions of Interest were advertised in The Record, on the City of Kitchener Home Page and on the Internet thorough the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were picked up by twenty-three (23) interested parties. By the closing date of Wednesday April 5~', 2006, eight (8) responses had been received. The Review Committee met on Monday April l0a', 2006 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Monday April 24a', 2006 to interview the shortlisted candidates. The Committee elected to award the project to Dougan & Associates -Ecological Consulting Services, Guelph, Ontario. A listing of the responding parties follows for your reference. HNA is Kitchener's largest and one of its' most valuable natural areas. This unique project will require the expertise of amulti-discipline environmental planning & development team that will update and implement parts of the existing Master Plan. Financial support for the current HNA initiatives is partially funded by Superbuild funding that must be expended by December 2006. All present and future HNA initiatives will recognize the importance of preserving the original HNA vision of creating a special and precious place where people can experience and learn about nature in the city while setting standards of community stewardship and harmony with our urban area. FINANCIAL IMPLICATIONS Funding will be provided from index 677721 -Huron Natural Area REVENUES Contribution from Capital $ 277,600.00 Contribution from Parkland Reserve $ 491,600.00 Superbuild Fund $ 683,000.00 Surplus from sale of Trillium Lands $ 299,292.00 TOTAL $1,751,492.00 EXPENSES Construction Costs $1,545,492.00 Consulting Fees $196,696.71 Less G.S.T. Rebate ($ 12,868.01) $183,828.70 $ 183,828.70 Miscellaneous $ 6,000.00 TOTAL EXPENSES $ 1,735,320.70 BALANCE $ 16,171.30 * Any surplus funds remaining at the end of the project will be closed out 36% to the Capital Surplus Account and 64% to Parkland Reserve.
