RECOMMENDATION
That Expression of Interest E06-067, Consultant Services -McLennan Park Implementation
Plan, be awarded to The Walter Fedy Partnership, Kitchener at their estimated fee of
$154,638.10, including disbursements of $13,000. and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of G. Hummel, Manager of Parks Planning, D. Ritz, Supervisor Design & Development, and L.
Gordon, Director of Purchasing.
Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and
on the internet thorough the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by fifteen (15) interested parties. By the
closing date of Friday August 4t1', 2006, six (6) responses had been received. The Review
Committee met on Thursday August 24~', 2006 to review the submissions. A shortlist of four (4)
Consultants was selected for further interviews.
The Review Committee met on Friday September 15~', 2006 to interview the shortlisted
candidates. The Committee elected to award the project to The Walter Fedy Partnership.,
Kitchener.

McLennan Park is a 39 hectare (97 ac.) undeveloped site on the south side of Ottawa Street
South. The site is a former landfill under Region of Waterloo ownership that began operations in
the 1950's and was closed in 1976. A masterplan for the park was approved by Kitchener City
Council in June 2003 and subsequent budget money has been identified in the City of
Kitchener's Capital Budget for park development.
In early 2006, additional work was undertaken to assist with the phasing and implementation
strategy of the park masterplan. The following has been completed: topographic survey, traffic
study, thematic workshop to inform park design, detailed layout plan, cost estimates and
engineering guidelines. In addition, asafety-liability study was prepared to address the viability
of the City of Kitchener undertaking a lease agreement with the Region of Waterloo for the use
of these lands.
The first phase of the park works spans over the 2006 and 2007 budget years and includes:
entrance features, an entry road and parking off Ottawa Street, widening of Ottawa Street to
provide a left turn lane, roadway lighting, toboggan hill re-grading, overlook, site signage, storm
water management, pedestrian trails, cycling facilities, park amenities and landscaping. This
work is anticipated to be completed in summer 2007.
