Subject: E06-081 -Consultant Services -Ahrens Street (Young Street to South End) and
Ellen Street West (Queen Street North to Victoria Street North)
RECOMMENDATION
That Expression of Interest E06-081, Consultant Services -Ahrens Street (Young Street to South
End) and Ellen Street West (Queen Street North to Victoria Street North), be awarded to The
Walter Fedy Partnership, Kitchener at their estimated fee of $197,643., including a contingency
of $16,951. and G.S.T., and further that the Mayor and City Clerk be authorized to execute an
agreement satisfactory to the City Solicitor.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of L. Lynch, Manager, Engineering Infrastructure, M. Henderson, Supervisor of Engineering
Asset Management, C. Curtis, Senior Project Manager Engineering, S. Allen, Design &
Construction Engineer, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and
on the internet thorough the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by nine (9) interested parties. By the closing
date of Tuesday August 15~', 2006, seven (7) responses had been received. The Review
Committee met on Thursday August 24~', 2006 to review the submissions. A shortlist of four (4)
Consultants was selected for further interviews.
The Review Committee met on Thursday September 7~', 2006 to interview the shortlisted
candidates. The Committee elected to award the project to The Walter Fedy Partnership,
Kitchener.

The subterrainean infrastructure on both Ahrens Street (Young Street to South End) and Ellen
Street West (Queen Street North to Victoria Street North) have reached the limit of their useful
life and require full replacement to bring to current engineering Standards. DTS Engineering
Division wishes to add Hermie Place to this contract at a cost of $26,643., including
contingencies of $1,508. and G.S.T., as it has been identified to replace the existing
infrastructure in a more desirable location which may require the upgrade of existing, as well as
introduction of storm sewer, along Hermie Place. It is also deemed to have significantly
deteriorated underground infrastructure and is therefore being moved forward in the capital
forecast to be included in this project.
FINANCIAL IMPLICATIONS
Funding will be provided from index 852209 -Ahrens/Ellen/Hermie
