HomeMy WebLinkAboutQuotation - Q06-053 - Outdoor Sign Upgrade - Kitchener Memorial Auditorium ComplexDate: September 5~', 2006 To: Mayor Carl Zehr & Members of Council Subject: Q06-053 -Outdoor Sign Upgrade -Kitchener Memorial Auditorium Complex RECOMMENDATION That quotation Q06-053, Outdoor Sign Upgrade -Kitchener Memorial Auditorium Complex, be awarded to Cox Signs Limited, Walkerton, Ontario at their quoted price of $48,008., including P.S.T. & G.S.T. REPORT Quotations were sent to twenty-seven (27) known Contractors and by the closing date of Tuesday August 8~', 2006, six quotations had been received. The lowest bid submitted from Forward Signs Inc., Toronto was not signed and was rejected. The second lowest bid from Cox Signs Limited, Walkerton was to specification and was fully compliant. K. Kugler, Manager, Kitchener Memorial Auditorium & Arenas, has reviewed the quotation and concurs with the above recommendation. In June, Council received CSD-06-077 report from K. Baulk, Director of Enterprise, regarding the sign replacement. Council authorized up to $75,000 for the replacement of the two signs. An outdoor double-faced message centre was installed ten years ago on the City-owned parcel of land on Ottawa Street by the expressway off ramp. The sign is used to advertise upcoming event activity scheduled at the Aud and as a revenue source, currently generating $13,000. in revenue annually. The revenue has been used to offset the original capital cost. The original capital costs for the message centre, including the sign pylon, electrical upgrades and installation was $185,000. Todate there is a deficit balance in the capital account of $22,000. The sign is aging and the technology is outdated. During the last two years, significant dollars have been invested maintaining the sign and additional dollars are required once again to make the sign operational. Annually, the operating costs for the light bulbs are $4,000. and the utility bill averages $6,000. Currently the sign on Ottawa Street has one side of the message centre turned off and the other side is running at approximately 80% of its capacity. As a result of winter damage, the repair and replacement of the bulbs will cost in excess of $6,000. and lost revenues for a sign running at partial capacity is costing approximately $1,000. per month. Due to the significant investment required to maintain the screens, staff undertook a review of the current operating costs of the message board and a review of the new technologies now available in outdoor signs. FINANCIAL IMPLICATIONS Funding will be provided from index 646016 -Cap/Aud Complex -Aud Entrance Sign Funding will be provided through revenues from advertising and transfers from Facilities Management energy savings and transfers from Kitchener Memorial Auditorium Complex operating accounts over a five (5) year period. ~r~ Larry Gordon Director of Purchasing
