RECOMMENDATION
That tender T06-004, Bleachers -Peter Hallman Ball Yard, be awarded to Laurentian
Gymnastics Industries (1970) Ltd., Brampton at their negotiated tendered price of $235,522.,
including P.S.T. & G.S.T.
BACKGROUND
Tenders were sent to 15 known contractors, as well as being advertised publicly in the Record,
the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic
Tendering Information System. By the closing date of Thursday January 26th, 2006, only one
tender was received. The submission was from Laurentian Gymnastics Industries Ltd at a price
of $305,697.46 (including P.S.T. & G.S.T.). The tender was over budget by $43,128.56 after
the G.S.T. rebate was considered.
As only one bid was received, Purchasing entered into a negotiation to reduce the scope of work
to bring the project in at the budget amount. A revised price of $235,522. was reached, based on
a slightly reduced total number of bleacher seats to be fabricated and installed.

Community Services Committee approved on February 2, 2004 staff report CSD-04-019
recommending that the City of Kitchener support the Local Host Committee, Kitchener Fastball
Promotions (KFP) and Waterloo Ontario Fastball Association (WOFA) in its' bid to host the
2006 International Softball Congress (ISC) World Tournament at Peter Hallman Ball Yard.
Committee further resolved February 2, 2004 that the City of Kitchener would make bleacher
improvements at Peter Hallman Ball Yard in order to enhance the ISC Tournament bid that was
later made in August 2004. Council's subsequent approval of the 2005 Capital Budget
established a project allocation of $300,000., for the expansion of permanent bleacher seating at
Peter Hallman Ball Yard.
The 2004 bid made by the Local Host Committee and the City of Kitchener was ultimately
successful in securing the 2006 ISC Tournament. It was subsequently confirmed that the City of
Kitchener will again host the ISC World Tournament in August, 2007.

Funding will be provided from Index 677736 -Peter Hallman Ballyard
