HomeMy WebLinkAboutTender - T06-010 - Road Reconstruction - Joseph-Gaukel-Richmond-Victoria Park EntranceDate: March 22nd, 2006 To: Mayor Carl Zehr & Members of Council Subject: T06-010 -Road Reconstruction, Joseph Street (Water St. to Queen St.), Gaukel Street (King St. to Joseph St.), Richmond Avenue and Victoria Park Entrance (VPE) RECOMMENDATION That tender T06-O10, Road Reconstruction, Joseph Street (Water St. to Queen St.), Gaukel Street (King St. to Joseph St.), Richmond Avenue and Victoria Park Entrance (VPE), be awarded to Bel- Air Excavating & Grading Limited, Cambridge, at their corrected tendered price of $9,456,793.78, including provisional items and contingencies of $567,100.00 and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. REPORT Tenders were advertised publicly in The Record, The Daily Commercial News, the City of Kitchener web site and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Twenty-five (25) potential bidders picked up tender documents, and by the closing date of Thursday March 9d', 2006, two (2) tenders had been received. The tenders were reviewed by D. Lindner, MTE Consultants Inc., the City's Consultants for the project, and L. Lynch, Manager, Engineering Infrastructure, who concur with the above recommendation. The following tenders were received: TENDERED ADJUSTED PRICE PRICE Bel-Air Excavating & Grading Ltd. Cambridge $ 9,434,885.53 $ 9,456,793.78 Clearway Construction Concord $12,855,515.81 $12,519,187.58 The existing infrastructure on Joseph Street, Gaukel Street and Richmond Avenue has reached the end of its service life and is in need of replacement. The road structure, curbing and sidewalks are beyond regular maintenance and should be replaced at this time. Kitchener Utilities and K-W Hydro will also take this opportunity to upgrade their aging infrastructure as part of this reconstruction project. Bel-Air Excavating & Grading Limited, has done work of a similar nature within the local area and has proven the ability to perform the work specified in this contract. Bel-Air Excavating & Grading Limited and their sub-contractors have the appropriate Ministry of Environment Certificates of Approvals to undertake the removal of the coal tar contaminated soil as specified within the contract. Engineering Services wishes to proceed with the reconstruction of Joseph Street (from Water Street to Queen Street South), Gaukel Street from (King Street West to Joseph Street) and Richmond Avenue. This work involves the replacement of the existing storm and sanitary sewers, watermain, road surface, curb, sidewalks, service connections, utility (hydro and gas) upgrades and extensive streetscaping. The project also includes landscape features for the Victoria Park Entrance, and the remedial clean-up of coal-tar contaminated soil under Joseph Street, Gaukel Street and the Victoria Park Entrance. Richmond Avenue was originally scheduled for reconstruction in a separate year but has been added to this project due to design requirements for Joseph Street and to minimize disruption to the neighbourhood. Richmond Street is a dead end street running off Joseph Street into Victoria Park. This consolidated approach allows the City to address all the street infrastructure initiatives in this area in as narrow a timeframe as possible. Construction for this project is anticipated to take approximately 120 working days and is anticipated to have a construction start date of April 10th, 2006. FINANCIAL IMPLICATIONS Funding will be provided from index 852406 -Joseph/Gaukel/Francis/Richmond/VPE TOTAL REVENUES $14,705,996. Any surplus funds will be returned to Infrastructure Surplus (852020) which are projects funded by Sanitary Sewer (46%), Waterworks (31%) and Capital out of Current (23%).
