REPORT Tenders were sent to four (4) potential bidders, advertised publicly in The Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. By the closing date of Thursday March 2nd, 2006, five (5) tenders had been received. The following tenders were received: Total Bid Price Wessuc Incorporated Jerseyville, ON $ 85,600. McGillivary & Sons St. Agatha, ON $ 93,625. Benko Sewer Service London, ON $101,650. Badger Daylighting Red Deer, AB $122,515. Super Sucker Hydrovac Service Inc. Ancaster, ON $123,050. The low bid from Wessuc Incorporated did not meet the required 6000 cfm equipment capacity resulting in slower than usual progress and longer wait times. The second low bid from McGillivary & Sons also did not meet the required 6000 cfm equipment capacity. In addition, the City would be required to provide the dump site, contrary to specification. The third low bid from Benko Sewer Service also did not meet the required equipment power requirements. Hydrovac'ing is a no dig technology enabling us to "dig" but not using the conventional backhoe method. Where we used to require a backhoe and two dump trucks, we now just use the vac unit. When repairing water or gas services, service and valve boxes (water and gas), and doing anode installations, using this technology has enabled us to do anywhere from double to quadruple the work in a day. It is used to repair non-draining hydrants, for locating and repairing cathodic faults on gas mains, and to locate our underground plant for contractors and consultants. It can be used in tight work areas for watermain breaks and/or to enable us to keep lanes of traffic open. The volume of material excavated is much smaller as is the asphalt cut, therefore saving on restoration costs. Using vac'ing also speeds up operations as we do not have to hand dig around shallow underground plant (gas mains, hydro, Bell, Cable TV, etc). The tenders were reviewed by B. Musselman, Manager of Operations, who concurs with the above recommendation. FINANCIAL IMPLICATIONS Funding will be provided from various Utilities operating accounts.
