They represent the foundation upon which neighbourhoods and districts are supported, volunteer-based delivery is facilitated and community programs are delivered. The strength in resource centres is not so much in the physical structure itself but rather that the physical structure provides the community with opportunities to coalesce and congregate in order to build community capacity at a grass roots level. The expansion of the Victoria Hills Community Centre provides an opportunity to provide additional capacity in an area of the City that has excellent programming and strong community support. This opportunity enhances that support network for families and individuals in the Victoria Hills catchment area. The addition is also required to accommodate population growth in the neighbourhood.
