Subject: T06-045 -Roof Replacement -Harry Class Pool, Victoria Park Machine Shop and
Centreville Chicopee Community Centre
RECOMMENDATION
That tender T06-045, Roof Replacement -Harry Class Pool, Victoria Park Machine Shop and
Centreville Chicopee Community Centre, be awarded to Palmer Roofing & Insulation Limited,
St. Clements, Ontario as follows:
Harry Class Pool - $55,567.24, including G.S.T. & P.S.T.
Victoria Park Machine Shop - $24,721.28, including G.S.T. & P.S.T.
Centreville Chicopee Community Centre - $100,565.02, including G.S.T. & P.S.T.
REPORT
Tenders were requested from twelve (12) potential bidders, advertised publicly in The Record,
the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic
Tendering Information System. By closing date of Thursday May 11~', 2006, seven (7) tenders
had been received.
The lowest bidder for all three roofing projects was Palmer Roofing & Insulation Limited, St.
Clements.

Tenders have been reviewed by L. Proulx, Director of Facilities Management, A.
TenBruggencate, Facilities, Emergency Preparedness, M. Summerfield, Trow Consultants, and
R Kruppa, Buyer who concur with the above recommendation.
In 1997 Premier Roofing Consulting performed a visual survey of the existing roof at Victoria
Park Machine Shop. In their report they recommended replacement of the high roof in 2001.
Other than some minor repairs to this roof, nothing else has been done todate.
In 1997 Premier Roofing Consulting performed a survey of the existing roof at Centreville
Chicopee Community Centre. In their report they recommended replacement of all roof sections
by 2002. In 2004 Pretium Engineering conducted a comprehensive building condition
assessment for Centreville Chicopee Community Centre which included a visual survey of the
roof. In their report they indicated that all sections of the roof were at or near the end of their
useful service life. Other than some minor repairs, nothing else has been done todate.
In 1990 Tritech Consultants Ltd. performed a visual survey of the existing roof at Harry Class
Pool. In their report they recommended replacement of the roof by 1992. Other than minor
repairs, nothing else has been done todate.
FINANCIAL IMPLICATIONS
Funding will be provided from index 526168 -Capital -Roof -General Provision
Revenues
Capital out of Current $814,468.
Expenditures todate $476,452.
Projected Expenses $168,994.
Current Tender:
T06-045 $180,853.
Less G.S.T. Rebate 11 831.
$169,022. $169,022.
Projected Surplus -
The projected expenses of $168,994.00 will be used for Roof work at Forest Heights Pool and
the Victoria Hills Community Centre.
