Subject: T06-051 -Duke/Ontario Streets Parking Garage 2006 Rehabilitation Program
RECOMMENDATION
That tender T06-051, Duke/Ontario Streets Parking Garage 2006 Rehabilitation Program, be
awarded to Underground Services (1983) Ltd., Bolton, Ontario at their tendered price of
$983,116., including contingency items of $100,000. and G.S.T., and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, the City of
Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Twelve (12) potential bidders picked up tender documents, and by the
closing date of Thursday May 18th, 2006, five (5) tenders had been received.
The tenders were reviewed by P. Sarvinis, Reed Jones Christoffersen, the City's Consultants for
the project, and J. McBride, Director Transportation Planning, who concur with the above
recommendation. .
The following tenders were received:

The Duke & Ontario Garage was constructed in 1967 using a post tensioning tendon system
which provided the structural support for the garage. The tendons have started to reach their life
expectancy and must either be repaired or portions of the garage closed to parked vehicles.
Since this garage meets the parking needs of many surrounding businesses and potentially
additional developments in the area, it must be maintained.
The 2006 repairs will include the P3 North, P4 South and P6 South levels. We also obtained
favourable pricing to include the P6 North level and are recommending that it be included in this
year's program. Logistically it makes sense to complete the entire roof level at the same time
with minimal impact on the remainder of the garage, while at the same time staying within our
original budget. The monitoring programs proposed in 2007, 2009 and 2011 will confirm the
extent of any further failure of the post tensioning tendons and will form the recommendation for
the timing of future repairs.
FINANCIAL IMPLICATIONS
Funding will be provided from Index 945106 Duke & Ontario Garage Repairs

Contribution from Capital $1,225,000.

Professional Services-Consultants $ 110,302.
Restorations YTD plus projected $ 556,390.

* Any surplus funds during 2006 are to be held as additional contingency.
