HomeMy WebLinkAboutTender - T06-059 - Residential Alarm Detection and Monitoring DevicesDate: June 26~', 2006 To: Mayor Carl Zehr & Members of Council Subject: T06-059 -Residential Alarm Detection & Monitoring Devices RECOMMENDATION That tender T06-059, Residential Alarm Detection & Monitoring Devices, be awarded to Fire and Security Technologies Inc., Erin, Ontario, at their tendered price of $328,320., including G.S.T. and P.S.T. REPORT Tenders were requested from six (6) potential bidders, advertised publicly in The Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. By the closing date of Thursday June 15~', 2006, three (3) tenders had been received. The following tenders were received: Total Bid Price Tri-Ed Ltd. Mississauga, ON $243,225.00 Fire & Security Technologies Erin, ON $328,320.00 Gerrie Electric Kitchener, ON $468,855.00 The low bid submitted by Tri-Ed Ltd. did not meet specifications in the following areas and was rejected. o Base unit did not have a single push button for alarm cancellations o Base unit did not have a phone extension output jack, it was direct wire o Base unit did not have a telephone connection cable, base unit required an additional installation kit for this o Smoke alarm did not have a silence alarm button o Additional costs needed to be added for hardware to make the unit a desktop model. The City of Kitchener has operated the Direct Detect program since 1999. The Kitchener Fire Department has been utilizing alarm monitoring equipment purchased in bulk in 2000. The equipment allows for smoke detectors to activate a base unit which in turn then transmits the alarm signal directly to the Fire Department dispatchers. The City of Kitchener is currently working with Waterloo Regional Housing for the installation of several hundred units this fall, as well as utilizing the new product as rental units for new residential customers. We will be adjusting our rental pricing accordingly to identify the increased cost in units and to ensure that a cost recovery is maintained. Tenders were reviewed by T. Beckett, Deputy Fire Chief, who concurs with the above recommendation. FINANCIAL IMPLICATIONS The costs of fire alarm monitoring units are carried in inventory (account 412529-1253) until such time as they are installed. Of the tender amount, $250,000. will be recovered through a payment from the Region of Waterloo subsequent to the installation in Regional Housing properties. The remainder will be recovered over the life of the equipment through rental agreements. Larry Gordon Director of Purchasing
