Subject: T06-065 -Lower Hidden Valley Development Wastewater Pumping Station
RECOMMENDATION
That tender T06-065, Lower Hidden Valley Development Wastewater Pumping Station, be
awarded to Finnbilt General Contracting Limited, St. Mary's, Ontario at their tendered price of
$731,577.02, including provisional and contingency items of $110,690. and G.S.T., and further
that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, the City of
Kitchener web site and on the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Ten (10) potential bidders picked up tender documents, and by the closing
date of Thursday August 17~', 2006, four (4) tenders had been received.
The tenders were reviewed by R. Rogan, Stantec Consulting Limited, the City's Consultants for
the project, G. MacDuff, Manager of Development Engineering, and A. Leduc, Engineering
Technologist, who concur with the above recommendation.
The following tenders were received:

A Class Environmental Assessment (EA) was completed in 2005 to determine the preferred
alternative to provide sanitary sewage services to the Hidden Valley Development (30T-04201).
The EA recommended that this development could be serviced with local gravity sewers
draining to a new pump station and then pumped via forcemain to the existing sanitary sewer on
Wabanaki Drive.
Following the recommendations put forth in the EA, we proceeded to complete the design of the
pump station and forcemain. The forcemain and local gravity sewers are currently being
constructed by the Developer through the subdivision servicing process.
The Lower Hidden Valley Pumping Station tender contains a larger than normal contingency
amount. A 25% contingency was carried on the entire project (including design, contract
administration, inspection, and construction of the station and forcemain), as past pumping
station projects were similar. It is not anticipated that the entire contingency will be
used, however we needed to ensure the project was adequately covered.
Additionally, the funding source for this project is in the form of a letter of credit posted by the
Developer. The letter of credit will be drawn upon to pay Consultant and Contractor invoices.
FINANCIAL IMPLICATIONS
Funding will be provided from Index 861349 -Lower Hidden Valley Pumping Station
