Forest Heights Pool to Nedlaw Roofing Limited, Breslau, at their tendered price of $201,506., including G.S.T. & P.S.T. Idlewood Pool Change House to Conestoga Roofing & Sheet Metal Ltd., Cambridge, at their tendered price of $30,975.32, including G.S.T. & P.S.T. REPORT Tenders were requested from twelve (12) potential bidders, advertised publicly in The Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. By closing date of Thursday August 24~', 2006, six (6) tenders had been received. The recommended companies were low bid for each roof replacement. Proulx, Director of Facilities Management, A. TenBruggencate, Facilities, Emergency Preparedness, M. Summerfield, Trow Consultants, and R, Kruppa, Buyer who concur with the above recommendations. In May of 2006, Trow Associates performed a visual inspection of the existing roof at the former Canadian Legion Building at 48 Ontario Street. Based upon the site review, it is their opinion that the three roof areas have either exceeded or are very near the end of their effective service lives. Further to this, there is evidence of continuing roof leakage which, in the spring of 2006, required extensive mould remediation within the building. A Council Resolution was passed on March 20, 2006 directing funds from the EDIF to repairs to 48 Ontario Street. In 2000 Premier Roofing Consulting performed a visual survey of the existing roof at Forest Heights Pool. The roof dates back to the original 1974 building construction. In their report they recommended replacement of all roof areas by 2004, with the exception of the roof over the library portion which was retrofitted in 2002. Other than the retrofit of the library roof area and some remedial repairs to the remaining roof areas, nothing else has been done to date. In April of 2006, Trow Associates and A. TenBruggencate of Facilities Management performed a visual survey of the existing roof at Idlewood Pool after receiving notification of a roof leak. Based on our visual survey, it is our opinion that the roof needs to be replaced at this time. The roof is at the end of its' service life evidenced by several large blisters, as well as deterioration of the membrane on the main roof and at the roof edges. FINANCIAL IMPLICATIONS Funding will be provided from indices 526221 -Capital - 48 Ontario Street Building Maintenance and 526168 -Capital -Roof General Provision REVENUES Index 526221 -Contribution from EDIF $ 120,000.
