HomeMy WebLinkAboutTender - T06-088 - Stonegate Watercourse Restoration ProjectReport To: Mayor Carl Zehr & Members of Council Date of Meeting: 2006-10-30 Prepared By: Larry Gordon Date of Report: 2006-10-24 Report No: FIN 06-046 Subject: T06-088 -Stonegate Watercourse Restoration Project RECOMMENDATION That tender T06-088, Stonegate Watercourse Restoration Project, be awarded to Network Site Services Ltd., Cambridge, Ontario at their corrected tendered price of $428,911.17, including miscellaneous, provisional items and contingency of $75,983.90 and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The Stonegate Watercourse is located between Highway 8 and Stonegate Drive, flowing in a southeasterly direction to the Grand River. The watercourse conveys runoff from a catchment area of 16 ha., including both the adjacent subdivision and open space lands further to the northwest. The watercourse is located in a deeply incised gully dropping a total of 15 metres, with an average gradient of 13 percent. Based on the finding of a site reconnaissance and a detailed survey, it was clear that the watercourse has been steadily downcutting for a number of years. The downcutting has likely accelerated since construction of the subdivision approximately twenty years ago. The majority of the gully is located on lands owned by the Grand River Conservation Authority. A number of residents on Stonegate Drive and one on Hofstetter Drive back onto the gully, although property lines generally remain above the top of the gully embankments. It was concluded that remedial works would be required in the valley to prevent further downcutting and to stabilize the existing steep embankments. REPORT Tenders were advertised publicly in The Record, The Daily Commercial News, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Nine (9) potential bidders picked up tender documents, and by the closing date of Thursday October 19~', 2006, six (6) tenders had been received. Kerr, Design & Construction Technologist Engineering Division, who concur with the above recommendation.
