Vrbanovic, Chair, and Members of Finance and Corporate Services Committee Date of Meeting: November 17, 2008 Submitted By: Dan Chapman, General Manager of Financial Services Prepared By: Don Miller, Director of Fleet Ward(s) Involved: ALL Date of Report: November 10, 2008 Report No.: FIN-08-146 Subject: Antenna Use Agreement with the City of Waterloo That the Mayor and Clerk be authorized to sign an Antenna Use Agreement and any necessary subsequent renewal agreements with The City of Waterloo, said agreement(s) to be to the satisfaction of the City Solicitor; and further; That the initial agreement be in effect from July 15, 2008 to June 30, 2013; with options to renew thereafter at the discretion of the Director of Fleet. �014 City Council approved entering into an Antenna use Agreement with the City of Waterloo at its meeting of August 18, 2008. As a result of further discussion between staff of the City of Waterloo and the City of Kitchener, final changes have been proposed to the agreement appended to Report FIN-08-108. These changes include clauses that clarify installation and maintenance responsibilities, use and ownership, liability and Indemnity, and other general provisions. This agreement is to enable a joint initiative between the City of Waterloo and the City of Kitchener by utilizing existing recently updated two-way radio communications equipment located at the City of Kitcheners City Hall in conjunction with additional equipment to be installed by the City of Waterloo. This will allow Waterloo to meet their two-way radio communications needs as well as enhance the City of Kitchener system. The Kitchener system currently has four (4) repeaters with an excess of five hundred (500) vehicle and hand held radios. The Waterloo system includes one (1) repeater and approximately twenty (20) radios. The key benefit is increasing available capacity for City of Kitchener two way radios when radio repeaters are operating in a trunked atmosphere including the Waterloo radio repeater. This allows multiple talk groups to operate at the same time without interfering with each other or having to wait for a clear channel. FINANCIAL IMPLICATIONS: The agreement is to be cost neutral. An agreed $1200 annual levy will be received by the City of Kitchener from the City of Waterloo to recover costs associated with the use of the antenna.
