That Kitchener's submission to host the Federation of Canadian Municipalities (FCM)
Committee and Board Meetings in either March or September, 2011 be endorsed.

Committee and board of directors meetings for FCM are held four times each year, one in
conjunction with the annual conference, and one in Ottawa. The other two locations are
determined based on a request for proposals distributed by FCM to member municipalities. The
combined committee and board meetings usually last for approximately four days, and involve
an estimated 125 participants. Locations are already set until the end of 2010.

The City of Kitchener received, FCM 's Standing Committee on Conference Planning, a request
for proposals to host FCM's committee and board of directors meetings in either March or
September, 2011.
The submission due date was October 31, 2008, and there was insufficient time available to
obtain a Council resolution in advance of the submission date.
Contact with area mayors within the Region of Waterloo as well as the Regional Chair regarding
the submission has been made. Should Kitchener be awarded the opportunity to host FCM in
2011, we will collaborate with the Region and the local municipalities to ensure our guests enjoy
and make the most of their stay here. As there is both prestige and considerable economic
benefit to the communities that host these meetings, it is in Kitchener' s best interest that Council
endorse Kitchener's submission.
FINANCIAL IMPLICATIONS:
Financial considerations for the City of Kitchener are unknown at this time, although the total
may be in the range of $10,000-$15,000. Sponsorship and sharing of the costs would be
determined at a later date.
Should the bid be successful, a further report to Council, including potential financial
implications will be made.
