BACKGROUND: Transportation Planning has received a request from a local resident to review the existing on- street parking regulations on Borden Avenue North. At the present time, on-street parking is prohibited at anytime on the west side of Borden Avenue North from King Street East to Crescent Street. On the east side of Borden Avenue North, on-street parking is permitted for one (1) hour from Crescent Street to a point 33 metres north of King Street East. Between Crescent Street and Weber Street East, on-street parking is permitted on both sides of Borden Avenue North for a maximum of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Borden Avenue North is designated as a minor collector roadway between King Street East and Weber Street East. The function of Borden Avenue North is to collect and distribute traffic between local streets and other collector roads. This request specifically cited problems created by on-street parking during special events at the Kitchener Memorial Auditorium (KMAC). The excessive on-street parking in this area during the winter months inhibits driveway access in addition to creating problems for winter snow clearing operations. The presence of on-street parking in the winter narrows the effective roadway width, thereby compromising safe two-way traffic flow. In addition to being a traffic safety concern, these conditions could also restrict or prevent emergency vehicles from accessing the neighbourhood. In order to take a proactive approach to improving public safety and addressing concerns that are a direct result of vehicles parking on Borden Avenue North, Transportation Planning delivered questionnaires to the affected residents of Borden Avenue North on March 20, 2008 requesting their opinion regarding a proposal to prohibit on-street parking on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter months from January 1 St to March 31St of each year. Questionnaires delivered: 42 In favour 17 (74% of responses) Opposed 6 X26% of responses) TOTAL 23 (42 surveyed - 54.8% response) As indicated above, seventeen X17} out of twenty-three X23} respondents, or 74%, are in favour of the proposal to prohibit on-street parking at anytime on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter from January 1St to March 31St of each year. In May 2008, Development and Technical Services report number DTS-08-064 was brought before Council. This report recommended that on-street parking be prohibited on the west side of Borden Avenue North from Crescent Street to Weber Street East from January 1St to March 31St each year. However, a resident of Borden Avenue North appeared as a delegation before Council and expressed concern about the recommendations set forth in this report. The resident indicated that they did not want any changes made to the parking regulations on the street. Council then referred this issue back to Transportation Planning for a detailed review. In response to these concerns, Transportation Planning initiated a broader investigation of the parking problems in the neighbourhoods surrounding the KMAC, including Borden Avenue North. The study area encompassed most of the neighbourhoods in the area lying west of Highway 7, north of Sheldon Avenue, east of King Street and south of Krug Street. A public meeting was held at the Rockway Centre on June 25, 2008, in order to provide staff with the opportunity to meet with residents of these neighbourhoods and determine where the parking problems exist around the KMAC. The meeting was well attended, but the general consensus was that most residents were happy with the existing parking situation on their street. No additional issues or concerns were brought to the attention of staff at this public meeting that were specific to the winter parking situation on Borden Avenue North. Transportation Planning staff feel that the majority of residents of Borden Avenue North are in favour of a winter parking prohibition, as indicated in the March 2008 survey. Therefore, in the interest of traffic and public safety and to address the desires of the majority of local residents, Transportation Planning recommends that vehicles be prohibited from parking at anytime on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter from January 1St to March 31St of each year and that the City of Kitchener Uniform Traffic By-law be amended accordingly. 2 FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadway is $500 and will be taken from the existing sign maintenance budget. COMMUNICATIONS: Residents of Borden Avenue North provided direct input regarding this winter parking prohibition proposal through a resident survey that was conducted in March, 2008. Additionally, a public meeting was held in June, 2008 for residents of the entire KMAC area, where staff solicited input from area residents regarding on-street parking problems in these neighbourhoods. The recommendations of this report and meeting date have been provided in writing to all residents on Borden Avenue North.
