Subject: ON-STREET PARKING -MADISON AVENUE NORTH
RECOMMENDATIONS:
That on-street parking be limited to two (2) consecutive hours between 8 a.m. and 6 p.m.
Monday to Friday along the east side of Madison Avenue North, from a point 35 metres
north of King Street East to a point 26 metres south of Duke Street East; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request from a local resident to review the existing on-
street parking regulations on Madison Avenue North.
At the present time, on-street parking is permitted for up to three (3) consecutive hours on the
east side of Madison Avenue North, from a point 35 metres north of King Street East to a point 26
metres south of Duke Street East. Parking is prohibited at anytime along the west side of
Madison Avenue North from King Street East to Duke Street East. Parking is also prohibited at
anytime along the east side of Madison Avenue North from King Street East to a point 35
metres north of that intersection and from Duke Street East to a point 26 metres south of that
intersection. These existing parking regulations are outlined in the City of Kitchener Uniform
Traffic By-law No. 2007-138.
REPORT:
Madison Avenue North is designated as a local roadway between King Street East and Duke
Street East. The function of Madison Avenue North is to service the traffic needs of abutting
properties and businesses. According to the request received by Transportation Planning, the
parking spaces along the east side of Madison Avenue North are extensively used on weekdays
by employees of downtown businesses, who are trying to avoid paying the parking fees that are
charged in public and private lots in the downtown area. Apparently, these employees are
parking on the street for extended periods of time and regularly exceed the existing three hour
maximum time limit. The By-law Enforcement Division is aware of these problems, but often
has difficulty enforcing the existing three hour maximum time limit due to staff limitations and
other enforcement priorities. In addition, some vehicle operators are aware of enforcement
procedures and periodically move their vehicles to avoid receiving tickets.
In order to proactively address this problem, Transportation Planning is recommending that the
existing three hour maximum parking time limit be reduced to a two hour maximum time limit
between 8 a.m. and 6 p.m., Monday to Friday only. This weekday time limit is already in place
on most streets in the downtown area to discourage long-term on-street parking by downtown
employees. This reduced weekday time limit will greatly assist By-Law Enforcement Officers to
enforce the parking time limit on weekdays from 8 a.m. to 6 p.m., which is when most of the
long-term parking problems are occurring. Parking will still be permitted for up to three
consecutive hours at all other times, which will comfortably accommodate any visitor parking
requirements of Madison Avenue residents on weekday evenings and on weekends.
Transportation Planning delivered questionnaires to the affected residents of Madison Avenue
North on July 23, 2008, requesting their opinion regarding this proposed weekday parking time
limit reduction. The results of the survey are as follows:
Questionnaires delivered: 20
In favour 4 (80% of responses)
Opposed 1 (20% of responses)
TOTAL 5 (20 surveyed - 25% responded)
As indicated above, four (4} out of five (5} respondents, or 80%, are in favour of the proposal to
limit on-street parking to two consecutive hours on weekdays.
Transportation Planning staff feel that the majority of residents of Madison Avenue North who
responded to the survey are in favour of the reduced maximum weekday parking time limit.
Therefore, in order to address the desires of the majority of local residents who responded to
the survey, Transportation Planning recommends that on-street parking be limited to two (2)
consecutive hours between 8 a.m. and 6 p.m. Monday to Friday from a point 35 metres north of
King Street East to a point 26 metres south of Duke Street East and that the City of Kitchener
Uniform Traffic By-law be amended accordingly.
COMMUNICATIONS:
Residents of Madison Avenue North provided direct input regarding this reduced maximum
weekday parking time limit through a resident survey that was conducted in July, 2008. The
recommendations of this report and meeting date have been provided in writing to all residents
on Madison Avenue North.

FINANCIAL IMPLICATIONS:
The approximate cost for signing including installation, for the roadway is $400 and will be taken
from the existing sign maintenance budget.
