Subject: ON-STREET PARKING - TRUSSLER ROAD
RECO~~ENDATIONS:
That a three ~3} hour parking limit be reinstated on the north side of Trussler Road
from Waldau Crescent to Costain Court.; and further,
That the Uniform Traffic By-law be amended to incorporate the parking regulations
that were in effect under the Region of Waterloo's jurisdiction previous to the
roadway's jurisdiction being downloaded to the City of Kitchener on November 1,
2006; and further,
That the Uniform Traffic By-law be amended to reflect the recommended regulation
changes.
BACKGROUND:
On November 1, 2006, the jurisdiction of Trussler Road between Highview Drive and
Highland Road was transferred from the Region of Waterloo to the City of Kitchener and
the Township of Wilmot, as this section of roadway no longer serves as a part of the
Regional Road network due to the construction of Ira Needles Boulevard.
REPORT:
In response to a request to allow on-street parking on Trussler Road, Transportation
Planning has completed its review of the existing on-street parking regulations on
Trussler Road.
At the present time, posted signs indicate parking is prohibited at any time on both sides
of Trussler Road from Ira Needles Boulevard to Highland Road. However, our uniform
Traffic By-law No. 2007-138 needs to be amended to reflect the posted signing since the
download of Trussler Road from the Region of Waterloo to the City of Kitchener.
In May 2007, a survey questionnaire was sent to the residents of Trussler Road regarding
a proposal to reinstate parking on both sides of Trussler Road from Ira Needles
Boulevard to highland Road. The results were as follows:
In favour of permitting parking on both sides: 7 (50 %~
In favour of leaving the current regulation as is: 7 (50 %~
TOTAL 14 (out of 20 - 70 % responded)
Due to the lack of majority supporting the proposed on-street parking regulations, no
action was taken at that time.
After receiving a subsequent request for on-street parking in July 2008, Transportation
Planning conducted further field investigations and another examination of the original
survey. It was determined that the south side of Trussler Road would experience visibility
problems affecting safety if parking were to be reinstated along this section of Trussler
Road between Waldau Crescent and Costain Court. However, Transportation Planning
has determined that permitting parking along the north side of the section of Trussler
Road between Waldau Crescent and Costain Court would not present any visibility or
safety concerns. Transportation Planning also isolated the survey responses and
determined that the original survey from May 2007 indicates that the property owners of
Trussler Road between Waldau Crescent and Costain Court were in favour of reinstating
parking. The results are as follows:
In favour of permitting parking on both sides: 7 (50 %~
In favour of leaving the current regulation as is: 2 (~4 %~
Based on the review of the original survey and field investigations, Transportation
Planning is recommending that parking be reinstated on the north side of Trussler Road
from Waldau Crescent to Costain Court for a maximum period of three ~3) consecutive
hours. However, parking is proposed to remain prohibited at anytime on the south side
of Trussler Road from highland Road to Ira Needles Boulevard.
Qn October 8, 2008 Transportation Planning sent a letter to the residents, outlining the
proposal to reinstate three ~3) hour parking along the north side of Trussler Road between
Costain Court and Waldau Crescent. Residents were invited to express their opinion on
this matter. Two (2) residents of Trussler Road stated that they are in support of
reinstating parking.

Be advised that the details for the by-law amendment required for this proposed
regulation change will include the entire section of Trussler Road that was downloaded
from the Region of Waterloo to the City of Kitchener and Township of Wilmot in 2006.
FINANCIAL IMPLICATIONS:
The approximate cost for the removal of signage, including changes to two (2) existing
signs, for the roadway is $300 and will be taken from the existing sign maintenance
budget.
The attached plan indicates the area for reinstating on-street parking.
