3.0Public Art at the Market
On a motion made by Len Carter, seconded by Alison Burkett:
“That public art be part of the Kitchener Market rebranding, and that the
public art be visible from King Street as an invitation feature.”
Discussion:
Art should be used at Kitchener market building to signify to passersby that they are at the
?
market.
Sweetpea is an $85,000 public art sculpture currently at the market. It lacks a prominent
?
location. As a fountain, it requires hoarding protection during the winter months, so it is
covered for much of the year.
Council is currently considering a strategy to rebrand the Kitchener market. Incorporating
?
art could be part of the rebranding exercise.
ACTION: ACAC members to send their ideas for art at the Kitchener Market to Carrie
Kozlowski for compilation and forwarding through Cheryl York, Arts Coordinator, to Kathy
Weiss, Director of Business Development.

4.0ACAC Project Updates
ACAC Final Report: Report presented to Community Services Committee on Monday,

October 20, 2008 by Len Carter. Points included the committee’s desire to engage youth
participation in the committee, the passion of ACAC committee members, and the needs of
the Artist in Residence program. Council received the report positively.

Town hall to be rescheduled from November 2008 to February 2009 to allow more

time for planning and marketing event.
ACTION: Staff to cancel November Town Hall meeting date.
ACTION: Staff and Lawrence McNaught to coordinate a date (February 3,4, or 5, 2008) for
Town Hall meeting at Registry Theatre and report to Town Hall subcommittee.
ACTION: Town Hall subcommittee to organize program of event (music, art display, guest
speaker) and agenda off-line, and report back to Cheryl York prior to November 18 meeting.
Closing of ACAC’s current term: ACAC discussed the following points pertaining to the
?
ending of the current committee’s term:
Need for a work plan to guide next term’s activities
o
CP II should be on next term’s agenda
o
An ACAC member could sit on the Public Art Working Group subcommittee if needed
o
Many current ACAC members will continue on for the next term
o
Staff’s role on committee should be better defined
o
ACAC does not have clerk’s support, unlike other advisory committees
o
There is an opportunity for joint appointments or collaboration with other advisory
o
committees; the Advisory Committee review will address this opportunity
ACTION: ACAC members to email any carry-forward projects for the new term/new
committee to consider to Alison Burkett prior to next meeting (November 18, 2008).
ACTION: Staff to include new term/new ACAC action carry-forward projects on November
2008 meeting agenda

5.0Public Art Program and Policy Review
Public Art Program and Policy Review report available in draft for ACAC to review (hardcopy
?
and electronic versions)
Report indicates that Kitchener’s Public Art program has many strengths.
?
Draft report reviewed in advance at a Council Strategy Session; obtained positive feedback.
?
Report to be finalized by mid-November.
?
Report to go to committee on December 1, 2008.
?
ACTION: ACAC members to review draft report and provide comments to Cheryl York by
November 12, 2008.
Public Art Working Group (PAWG) Representation: PAWG is a subcommittee of ACAC. As
?
members must have certain background/knowledge, recruitment has been done through
invitations.
Members: Gordon Hatt (CAFKA; Paul Roorda (2007 Artist in Residence); Sheila McMath
?
(current PAWG member); Brain Dietrich (Architect).
6.0Downtown King Street Public Art Update
On October 20, 2008, approved
?Community Services Committeethe commission and
installation of artwork titled “Relocation & Transformation of Memory” by Allan MacKay at
Speaker’s Corner.
?Will undergo a CPTED (Crime Prevention through Environmental Design) review.
?Installation anticipated for fall, 2009.

?Adjacent parking garage offers additional opportunity for public art. An extension of Speaker’s
Corner theme may be considered.
7.0Public Art at Kitchener Memorial Auditorium Complex: “The Gathering Tree”
The Gathering Tree public art installation was unveiled at the Kitchener Memorial
?
Auditorium on Friday, September 19 at 5:30 pm. Sculpture, by artist Ron Baird, is kinetic
(moves in the wind). Mayor, Councillors and the artist were present, as well as many ACAC
members.
8.02008 Artist-in-Residence Update
Ian Birse and Laura Kavanaugh, the 2008 Digital Media Artist-in-Residence team, held two
?
public art-making sessions on the theme “Things that make you happy”. Art work is to be
photographed and manipulated using computer software to create a unique “video”. Video
will be displayed in November (tentatively) on the top of the Berlin Tower, City Hall.
9.0Special Events Update: 4 main projects currently underway:
Special event strategic plan: Consultant preparing a draft report. Review process: draft to
?
staff, then to special event strategic plan advisory committee, then to Community Services
Committee, then to department management team, then back to consultant for revision.
Bill Poole is ACAC representative on special event strategic plan advisory committee, and
can provide updates.
Magnetic North Theatre Festival 2010: Securing the festival is positive news for our City.
?
Project advisory committee, chaired by Jamie Grant, is getting underway.
King Street TV: Progress is slow. The Artist in Residence 2008 Program will have access to
?
the portable projector in the next few weeks. Two permanent projectors on the way. A
group has been established to create guidelines. A web site, created with community
partners, may allow content submission for display on the projectors from anywhere in the
world.
CTV Pilot program, “Dan for Mayor”: Kitchener city hall, amongst other Kitchener Waterloo
?
locations, will be used during filming of a television program. Projects like this one bring
money into our city. 120 guests involved in filming will be staying locally.
10.0Council Report
World Religions Conference: This grant was awarded under the condition that the
?
conference be held in Kitchener. The event is taking place in Waterloo. As a result, the
group may not receive its grant, or may receive a lesser amount.
Library: Council approved a modified option, which allocates $36.5 M to build a
?
renovated/expanded library on the current downtown site, to be completed in 2010.
Project will include a public art component.
Fees and Fines Review: Fees and fines likely to increase 6% (not yet approved). New fine
?
for Snow Emergency. When a Snow Emergency is declared by the city, no parking will be
permitted on city streets for 24 hours, or a fine of $80, a ticket and vehicle towing will
result if a plow is obstructed.
11.0Community Investment Strategy Update
New process for allocating grant money is being implemented (to be fully functional in
?
2009).
New process involves a staff and peer review element. ACAC members were invited to
?
participate.

ACAC will no longer be responsible for reviewing “arts and culture” type grant requests.

New: one deadline per year for grant applications

ACTION: Staff to resend invitation to join staff and peer grant review committee to ACAC
members.
12.0CulturePlan II (CPII) Update
Staff presented 2008 CulturePlan II Update report to Community Services Committee on
?
September 8, 2008.
Progress has been made on many of the 61 CP II recommendations.
?
In 2009, Arts and Culture will be expending budget dollars to realize additional
?
recommendations.
ACTION: Staff to resend CulturePlan II Update report to ACAC members
ACTION: Staff to send September 3, 2008 CulturePlan II Update report to IMPLEMENTATION
TEAM.
13.0Joint Advisory Committee Meeting
Meeting will take place on October 28, 2008 at the Button Factory
?
Arts and Culture Advisory committees from Kitchener, Waterloo and Cambridge are invited
?
Event is an opportunity to foster dialogue among communities
?
14.0Members’ Updates
The children’s Museum will feature a geocaching exhibit in 2009. This event will draw
?
tourists.
Kitchener-Waterloo Art Gallery is holding its annual fundraiser on Thursday, October 23,
?
2008.
The Registry Theatre will feature classical music on November 23 (Linda Melsted) and
?
November 28 (Tactus)
