RECOMMENDATION
That Proposal P08-081, Playground Construction - Charles Best, Morrison, Rosenberg and
Weber Parks be awarded as follows:
Charles Best Park to Henderson Recreation Equipment Limited, Simcoe at their proposed price
of $20,000., including P.S.T. & G.S.T.
Morrison Park and Weber Park to Belair Recreational Products Inc, Paris at their proposed
prices of $27,785.45 and $37,766.11, respectively, including P.S.T. & G.S.T.
Rosenberg Park to Crozier Enterprises Ltd, Cambridge at their proposed price of $36,750.,
including P.ST & G.ST
BACKGROUND
The playground at Rosenberg Park has had most of the components replaced over the years to
meet CSA standards. The remaining main feature is in a deteriorated state and can no longer
be efficiently maintained to CSA standards.
The swing set area at Charles Best Park is satisfactory, but the remainder of the playground
needs replacing. The main playground structure is mostly wooden and needs to be replaced so
that we can efficiently maintain it to meet CSA standards.
The playground at Morrison Park needs to be replaced due to age and continuous overuse due
to the proximity of soccer and softball fields. The City can no longer efficiently maintain it to
meet CSA standards.
The playground at Weber Park has a few different components. The swings are in good
condition. The main structure is in declining shape and can no longer be efficiently maintained
to meet CSA standards. We also plan to incorporate the trail and different elevations to create a
semi accessible playground feature. The new main structure will also be relocated in the corner
where the soil conditions are drier.
REPORT
Proposals were requested from eight (8) potential suppliers, advertised publicly in The Record,
on the City of Kitchener website and the Ontario Public Buyers Electronic Tendering Information
System. By the closing date of Thursday September 25th, 2008, six (6) proposals had been
received.

A Committee consisting of R. Operations Supervisor, A. Dewitt, Landscape Architect
Intern, L. Lidstone, Lead Hand Services, and R. Kruppa, Buyer, was established to
evaluate the proposals based on play value, safety, cost, durability, appearance and warranty.
The Committee concurs with the above recommendation.
FINANCIAL IMPLICATIONS
Funding will be provided from Index 674806 - Playground Construction General Provision
