RECOMMENDATION
That Expression of Interest E08-077, Consultant Services - Road Reconstruction - Linden
Avenue, Michael Street and Oak Street, be awarded to MTE Consultants Inc., Kitchener, at their
estimated fee of $323,607.90 including a contingency of $28,018. and G.S.T., based on a
satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The infrastructure for Linden Avenue, Michael Street and Oak Street have generally reached the
end of their useful life and require full replacement. Linden Avenue, Michael Street and Oak
Street are interconnected streets near the City's downtown. The properties on the street are a
mixture of commercial, residential, institutional and industrial uses. Oak Street and a portion of
Linden Avenue are within the official downtown boundary. All underground services to the
property line will be replaced along with new roadway, curb and gutter, and sidewalks.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, E. Saunderson,
Construction Project Manager, J. Seip, Design Technologist, and L. Gordon, Director of
Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by eleven (11) interested parties. By the closing
date of Tuesday October 7th, 2008, ten (10) responses had been received. The Review
Committee met on Thursday October 16th, 2008 to review the submissions. A shortlist of three
(3) Consultants was selected for further interviews.
The Review Committee met on Tuesday November 4th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to MTE Consultants Inc. Kitchener.
