HomeMy WebLinkAboutFIN-08-141 - E08-087 - Consultant Services - Road Reconstruction - Benton St (Courtland Av to Whitney Pl) & Martin St Report To: Mayor Carl Zehr & Members of Council Date of Meeting: 2008-11-24 Submitted By: Dan Chapman, General Manager of Financial Services Prepared By: Larry Gordon, Director of Purchasing (2214) Date of Report 2008-11-17 Report No: FIN 08-141 Subject: E08-087 - Consultant Services - Road Reconstruction - Benton Street (Courtland Avenue to Whitney Place) and Martin Street RECOMMENDATION That Expression of Interest E08-087, Consultant Services - Road Reconstruction - Benton Street (Courtland Avenue to Whitney Place) and Martin Street, be awarded to McCormick Rankin Corporation, Kitchener at their estimated fee of $160,471., including a contingency of $13,894. and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The infrastructure for the above noted project has generally reached the end of its' useful life and requires full replacement. All underground services to the property line will be replaced along with new roadway, curb and gutter, and sidewalks. Benton Street between Whitney Place and Courtland Avenue is approximately 160 m long and is a two lane roadway with concrete curb and gutter. Martin Street between Benton Street and Peter Street is 240 m long and is a single lane one-way roadway. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of S. Allen, Manager, Engineering Design and Approvals, J. Stevenson, Construction Project Manager, M. Memon, Design & Construction Project Manager, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and the internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by seven (7) interested parties. By the closing date of Wednesday October 8th, 2008, eight (8) responses had been received. The Review Committee met on Thursday October 23rd, 2008 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Friday November 7th, 2008 to interview the shortlisted candidates. The Committee elected to award the project to McCormick Rankin Corporation, Kitchener.
