BACKGROUND: Transportation Planning has received a request from a local resident to review the existing on- street parking regulations on Borden Avenue North. At the present time, on-street parking is prohibited at anytime on the west side of Borden Avenue from King Street to Crescent Street. On the east side of Borden Avenue, on-street parking is permitted for one (1) hour from Crescent Street to a point 33 metres north of King Street. The remaining portion of Borden Avenue between Crescent Street and Weber Street permits on street parking on both sides for a maximum three hour limit, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Borden Avenue North is designated as a minor collector roadway between King Street East and Weber Street East. The function of Borden Avenue North is to collect and distribute traffic between local streets and other collector roads. This request specifically cited the problems created by on-street parking during special events at the Kitchener Memorial Auditorium (KMAC), along with winter snow accumulation, narrowing the effective roadway width and restricting driveway access, thereby compromising safe two-way traffic flow. This in turn jeopardizes pedestrian and traffic safety. In order to take a proactive approach to traffic safety and address concerns that are a direct result of vehicles parking on Borden Avenue North, Transportation Planning delivered questionnaires to the affected residents of Borden Avenue North on March 20, 2008 asking them for their preference regarding a proposal to prohibit on-street parking on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter from January 1St to March 31St of each year. Questionnaires delivered: 42 In favour 17 (74% of responses) Opposed 6 (26% of responses) TOTAL 23 (42 surveyed - 54.8% response) As indicated above, of the twenty-three (23) responding residents, seventeen (17) of twenty- three (23), or 74%, are in favour of the proposal to prohibit on-street parking at anytime on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter from January 1St to March 31St of each year. Therefore, in the interest of traffic safety and to address the desires of the local residents, Transportation Planning recommends that vehicles be prohibited from parking at anytime on the west side of Borden Avenue North from Crescent Street to Weber Street East during the winter from January 1St to March 31St of each year and that the City of Kitchener Uniform Traffic By-law be amended accordingly. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadway is $500 and will be taken from the existing sign maintenance budget.
