That the Council Policy relating to the administration and enforcement of snow events, as
attached to Report No. CRPS-08-188, be approved.
At its October 6, 2008, meeting, Council passed recommendations to amend the Uniform Traffic
By-law to prohibit parking on any City street when a "snow event" is declared. In addition,
Council directed staff to prepare a Council Policy with regard to how snow events are declared
and enforced.

Attached is staff's proposed Council Policy. The intent of the Policy to establish parameters
with respect to how a "snow event" is declared and how the tag and tow by-law is enforced once
a declaration is made.
With regard to declaring a "snow event", staff will attempt to make the declaration as early as
possible in order to give as much notice as possible. The declaration will remain in effect for 24
hours unless the weather conditions warrant an extension or early cancellation.

FINANCIAL IMPLICATIONS:
As earlier reported, any costs incurred by the City related to the towing of vehicles will be offset
to a certain degree by the cost of the parking fines.

To establish a process for declaring a snow event and enforcement of the City's Traffic and
Parking By-law during a snow event.
POLICY STATEMENT:
Declaring a snow event:
1 - The Director of Operations, or his/her designate, will be responsible for declaring a
snow event.
2. A snow event, initiating a full plow event, will be called when the forecast predicts a
significant snowfall or snow accumulation which is likely to require extensive snow
plowing, snow clearing, or snow removal operations.
3. A declaration shall be made as early as possible in the daytime, no later than 5PM
whenever possible, in order to permit as much public notification to be undertaken
as is reasonably possible.
4. The declaration will remain in place for 24 hours from the time it is called, and could
be extended by an additional 24 hours if weather conditions warrant it.
5. A snow event declaration will be cancelled prior to the end of the 24 hour period if the
weather conditions are such that the snowfall does not materialize as anticipated.

concern with respect to parked cars that are impeding the passage of snow
plowing and snow removal equipment.
2. Operations staff will advise By-law Enforcement staff of the vehicles that are required
to be towed or relocated in order to allow for proper snow clearance of roadway
and By-law Enforcement staff will arrange to tow • relocate only such vehicles.
3. When it is reasonable and safe to do so, vehicles that must be moved should be
relocated to an area in proximity to its original location. When it is not possible or
safe to do relocate the vehicle in close proximity, the vehicle shall be towed to an
approved storage compound, in accordance with section 170 of the Highway
Traffic Act
