Subject: T08-100 -Charles and Benton Parking Garage Construction
RECOMMENDATION
That tender T08-100, Charles and Benton Parking Garage Construction, be awarded to Mclloul-
Blamey Construction Inc., Waterloo at their tendered price of $15,319,500., including G.S.T.,
and less $614,250., including G.S.T., for the masonry portion of the contract, and further that
the City award the masonry portion of the contract to J.D. Masonry Limited, Guelph, Ontario,
and further that the Mayor and City Clerk be authorized to execute agreements satisfactory to
the City Solicitor.
BACKGROUND
The development of a 500 space above-ground parking structure at the corner of Charles and
Benton Streets will address an existing demand for parking, as well as partially satisfy the
demand generated by a new Provincial Courthouse to be constructed in 2010. Construction is
expected to commence in mid January, 2009. Timing for this project is extremely tight and the
low bidder will only have a portion of the structure available for occupancy by December 2009,
with full completion of the structure by May 2010. Anticipated parking demands over this interim
period are expected to be manageable.
Extensive consultation with area businesses and the K.D.B.A., as well as the development of a
communication program, will keep the adjacent merchants and public informed of changes to
parking availability and progress of the project.
REPORT
Tenders were issued to seven (7} prequalified General Contractors, and by the closing date of
Thursday November 27t", 2008, five (5} tenders had been received.
The tenders were reviewed by D. Wint, Read Jones Christoffersen Ltd., the City's Consultants
for the project, M. Petricevic, Manager, Projects and Energy Management, and J. McBride,
Director of Transportation Planning, who concur with the above recommendation.

Bird Construction Company Toronto $16,983,974.
Bondfield Construction Co. Concord $17,131,800.
Kenaidan Contracting Ltd. Mississauga $18,487,000.
Optional staircase:
Council originally requested an optional price for a staircase for the Charles Street frontage.
The tendered price was $450,000. which cannot be funded and is not being recommended.
FINANCIAL IMPLICATIONS
Funding will be provided from Index 945113 -Charles & Benton Parking Garage
Funding options for the staircase are being addressed by a separate report prepared by
Transportation Planning.
