Subject: P08-069 -Firefighter Protective Equipment (Bunker Suits)
RECOMMENDATION
That proposal P08-069, Firefighter Protective Equipment (Bunker Suits}, be awarded to PPE
Solutions Inc., Val Caron, Ontario at their proposed price of $76,162. per year, including P.S.T.
& G.S.T., with an option to renew for an additional four ~4}, one ~1 } year terms, with a price
increase not to exceed 3.5% per year.
BACKGROUND
The City of Kitchener Fire Department completed a comprehensive evaluation period in order to
compile a specification for the purchase of Firefighter's protective equipment "Bunker Gear" for
all its' members. The City issued a request for proposal to seek a proponent to supply a product
that best meets the interests of the Fire Department and its' members. Mobility, protection,
ergonomics and durability of materials, along with the reduction of heat stress were the primary
issues.
REPORT
Proposals were advertised publicly in The Record, on the City of Kitchener website and the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8)
potential bidders downloaded the proposal documents, and by the closing date of Thursday
November 6t", 2008, three (3) proposals had been received.
The following proposals were received:
PPE Solutions Inc. Val Caron, ON
A.J. Stone Company Ltd. Toronto, ON
Safedesign Toronto, ON
The proposals were reviewed by C. Riley, Captain -Suppression, Fire Services, D. Boshart,
Supervisor of Fire Administration, and J. Straus, Buyer, who concur with the above
recommendation.
FINANCIAL IMPLICATIONS
Funding will be provided from Index 410050-1534. The proposed 2009 budget is $150,612.
