Subject: T08-015 -King Street - FredericklBenton Street to Francis Street and
Speakers Corner -Road and Streetscape Construction
RECOMMENDATION
That tender T08-015, King Street -Frederick/Benton Street to Francis Street and Speakers
Corner -Road and Streetscape Construction, be awarded to Steed and Evans Limited,
Kitchener, at their revised tendered price of $7,597,166., including contingencies of $453,015.
and G.S.T., and further that the Mayor and City Clerk be authorized to execute an agreement
satisfactory to the City Solicitor.
BACKGROUND
Engineering Services wishes to proceed with the surface construction and streetscape work on
King Street from Frederick/Benton Street to Francis Street, and the reconstruction of Speakers
Corner. The project involves the replacement of all surface features on King Street, including
new lighting. The new streestscape is a result of the King Street Streetscape Master Plan and
EA conducted throughout 2007 and 2008. The design focuses on a "pedestrian first" theme
which includes maximized sidewalk area and provides improved lighting. The project is to be
completed in three phases between 2009 and 2011, with a majority of the work being completed
in the summers of 2009 and 2010. Construction is anticipated to begin in April of 2009.
REPORT
Tenders were issued to six (6) prequalified General Contractors, and by the closing date of
Tuesday November 25t", 2008, four (4) tenders had been received.
Subsequent to tender closing, the scope of the project was modified as per post-tender
addendum #1 with the following items removed. This revised the contract value to $7,597,166.
The order of the bids is not affected by the post-tender addendum.
The addendum reduces the overall cost of the project by 1) removing some items that the
City can procure directly at a lower cost; 2) reducing the quantities of some items, and 3)
removing entirely some items that are either provisional in nature or could be removed without
significantly affecting the quality of the project.
The following items are removed from the contract and will be procured directly by the City;
pedestrian lighting and traffic/light poles at intersections
The following items are removed from the contract entirely;
field office, ultra-thin whitetopping, relocation of catch-basins, power screeding, tree uplights
in planters, paver sealing, custom manhole lids with City logo, provisional water service
replacements, duplicate item for granular A, in-ground lighting at Speakers Corner, pavers in
the crosswalks, wooden board walks during construction, salvage of the podium in Civic
Square, salvage of interlocking brick in Phase 2 knot required), post construction tree-
replacement
The following items are reduced in quantity;
lights in tree guards (from 50 to 25)
The tenders were reviewed by K. Cobbe, IBI Group, the City's Consultants for the project, and
S. Allen, Manager, Design and Approvals, who concur with the above recommendation.
