DELEGATION: Don Bourgeois, Chair, Advisory Committee providing advice regarding Magnetic North
Theatre Festival (MNTF)
Our region won the bid to host this 10-day, English language theatre festival featuring 10
?
contemporary Canadian plays in June, 2010
Ottawa is base, but every other year, a different Canadian city hosts (Vancouver and St.
?
John’s NL in past)
Anticipated to attract thousands of theatre-goers, actors, technicians, directors and
?
producers
Hoped-for legacy projects arising from the festival include:
?
Priming our local arts community for change (acting as a catalyst)
o
Developing a festival management entity
o
Developing audiences for film and visual arts within and beyond our region
o
Increasing collaboration between arts organizations in our region
o
Creating economic development opportunities through the arts
o
Completing infrastructure projects
o
MNTF committee will seek $250,000 (cash grants and in-kind) support, over two years, from
?
Waterloo Region, and the cities of Kitchener and Waterloo (2/3 and 1/3 respectively), as an
investment in the local arts and culture sector

3.0Magnetic North Theatre Festival: ACAC’s possible involvement
On a motion made by Jamie Vasey, seconded by Bill Poole:
“That the Arts and Culture Advisory Committee support, in principle,
the Magnetic North Theatre Festival, its legacy projects and its grant
application, and that the Magnetic North Theatre Festival provides
periodic progress updates to ACAC.”

Discussion:
Preparation of the bid allowed our region to build the capacity to respond to other national

arts and culture event bid opportunities.
The MNTF will:
?
Draw tourists to our region
o
Build an audience for contemporary Canadian theatre and other art forms
o
Build partnerships and encourage collaboration: Stratford supported our bid
o
Encourage communication between performing arts groups
o
Require understanding of audiences and how to reach them
o
The requested grant dollars will primarily cover wages of local hires (theatre management
?
and technical help), and rental of office space.
Perhaps 2010 will become our region’s year of festivals, as other events are likely to build on
?
the momentum of the MNTF event

4.0Town Hall on ACAC’s achievements

Jamie Vasey (ACAC member) will act as MC; ACAC members will act as greeters.

There will be a handoff from “old” ACAC membership to the new committee (effective in

the new year)
The group discussed the purpose of event:
?
To present information about Arts and Culture Advisory Committee to the public
o
To provide the community with an update on CulturePlan II (CPII)
o
To showcase examples of arts activities in our community
o
To provide networking opportunities to artists
o
Discussion:
Could younger audiences be drawn to the arts or emerging artists be motivated/encouraged
?
through this event?
Programming an event (this town hall) is outside of ACAC’s scope. ACAC is an advisory
?
committee. We can celebrate the arts, but our main focus must be on ACAC’s goals as listed
in the first three points under “purpose of event”, above.
Some one-time funding for this event could come from the CP II budget, as the purpose of
?
the event meshes with recommendations presented in CP II.
Regarding future town hall reporting events, it is advisable to wait until after the event
?
concludes to discuss the possibility of future events.
A brochure designed to provide an update on CP II will be available for distribution.
?
Who is the audience for this event? Artists? This fits with the reporting back on CP II
?
function, and will be an easier draw than the general public, as we already have methods in
place to reach this audience. Both artists and the general public could be invited.
The city’s Special Events department will stage-manage the event.
?
Speakers will present information about ACAC, CP II, possibly the MNTF (possibly presented
?
by Jamie Grant, head of MNTF). Short musical, dance and theatrical interludes will break up
the presentations. The event will close with a networking opportunity.
Visual artwork could be incorporated, also.
?
Participants will be invited to bring and trade information about their artistic practice to the
?
event.
Artists performing or exhibiting at event will be paid honouraria.

ACTION: Cheryl York to invite Jamie Grant to present information about MNTF at ACAC’s Town Hall
on February 5, 2009.

be undertaken/continued

ACAC Town Hall—review of event

Progress on the 6 CP II implementation sub groups. Staff presented 2008 CulturePlan II

Update report to Community Services Committee on September 8, 2008.
Committee Terms of Reference must be reviewed/revised
o
ACTION: for reference purposes, staff to reorganize CP II Status Update chart to group
recommendations into the previously established 6 sub groups struck to tackle
implementation.

7.0Public Art Program and Policy Review
Public Art Program and Policy Review document finalized. Hardcopy distributed.

Staff currently preparing report and policy to go to committee on December 1, 2008.

ACAC’s commentary and input is critical, as ACAC exists to advise Council on matters
?
pertaining to Arts policies.
ACTION: ACAC members to review report, comment, and move to support the proposed Public Art
Policy generated by the public art policy and program review (if in favour), by Monday, November
24.
8.0Special Events Update:
Special event strategic plan: Draft report expected early December 2008. Bill Poole is
?
ACAC representative on special event strategic plan advisory committee, and can provide
updates.
King Street TV: Christie Digital Portable projector has been received and tested. Must be
?
installed. It is anticipated that the Artist in Residence 2008 Program will be projected in

January 2009 (likely can project this project into the summer months). Public Art Working
Group (PAWG) member will participate on team selecting content for projection.
CTV Pilot program, “Dan for Mayor”: Program to be aired late winter/early spring.
?
Decision regarding continuation of filming (in Kitchener) to be made in early summer.
9.0Council Report: Councillor Kelly Galloway
Region-Wide Community Cultural Mapping Project:
?The Cities of Kitchener and Waterloo,
the Region of Waterloo and Heritage Canada are working together; the four townships agreed
to also collaborate on the project.
Staff at the City of Kitchener authored an application on behalf of the partners to Heritage
Canada for a grant for $37,500 representing 50% of the estimated cost of consulting resources
to assist with the project. In October we learned the application was successful. A consultant
will be retained to perform the work.
Community Investment Strategy: This policy was p
?resented to the Community Services
Committee on November 17, 2008. Community Grants are one important way that the City
uses to invest in our community. This Community Investment Strategy outlines the purpose,
criteria and process for providing Community Grants in support of important services for the
residents of Kitchener.

Len Carter: In 2009, Toronto will host the first-ever Canadian Labour International Film

Festival (CLIFF), showcasing films about workers and their conditions.
Spotlight-Celebrate the Arts: The Ontario Arts Council is presenting an information session

on December 3, 2008 (3-5 pm) at the King Street Theatre regarding their 2009 program.
ACAC members are invited to attend.
