Subject: Consulting Services — Corporate Financial and Infrastructure
Management System (Delta Project)
RECOMMENDATION:
THAT staff be directed to retain the services of CFO Services Group Inc. to provide services as
the functional lead for the Financial Planning & Reporting work on the Delta Project at an
estimated fee of $103,845 plus GST based on a satisfactory contract being negotiated and an
upset fee being established; and further
THAT the Mayor and Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND:
The Corporate Financial and Infrastructure Management System (Delta Project) has been
initiated to replace many of the City's corporate systems, including the General Ledger,
Budgets, Financial Reporting, Accounts Payable, Purchasing, Work Order Management and
Asset Management, which is expected to go live as of January 1, 2009.
REPORT:
The thirteen month contract position for the Functional Lead for the Financial Planning &
Reporting section of the Delta Project was posted both internally and externally in an open
recruitment process. It is the candidate's preference that this contract be handled as a
consulting contract rather than an employment contract at no additional cost to the City and the
funds are in place as part of the overall project budget.
FINANCIAL IMPLICATIONS:
Funding for this contract has been provided for within the scope of the overall Delta Project
budget (index 345360).
