HomeMy WebLinkAboutFIN-08-102 - E08-047 - Consultant Services - Krizsanderson Stormwater Management Pond Refrofit~. a' REPORT Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2008-08-18 Submitted By: Larry Gordon Prepared By: Larry Gordon Date of Report 2008-07-23 Report No: FIN 08-102 Subject: E08-047 -Consultant Services - Krizsanderson Stormwater Management Pond Retrofit RECOMMENDATION That Expression of Interest E08-047, Consultant Services -Krizsanderson Stormwater Management Pond Retrofit, be awarded to Philips Engineering Ltd., Burlington, Ontario at their estimated fee of $154,792.53, including a contingency of $13,401.95 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND City staff has identified the need to retrofit the Krizsanderson Stormwater Management Facility (SWMF) due to new development and redevelopment that has occurred subsequent to the completion of the Krizsanderson Subdivision. The SWMF is located north of Pioneer Tower Road, west of King Street East and south of Deer Ridge Drive. The SWMF outlets to a sensitive watercourse within a wooded area on the south side of Pioneer Tower Road and eventually into the Grand River. The pond was initially constructed in 1998 to provide "Normal" Level water quality control for 21.4 ha of development, though the total drainage area to the pond was recognized as 51.4 ha. The existing SWMF also provides erosion and flood control based on storm frequency release rates, as specified within the 1996 Krizsanderson and Maple Manor Subdivisions Watercourse Analysis by Paragon Engineering. Due to extensive redevelopment in the SWMF catchment area such as the Deer Ridge Plaza and Sportsworld Crossing, as well as several smaller site plan developments, the pond is now undersized and under designed to meet the water quality and erosion control criteria set out in the Watercourse Analysis by Paragon Engineering. Both erosion control and water quality protection of the receiving watercourse system will provide inherent benefits to the downstream watercourse stability and aquatic community. This project will be carried out as a Schedule "A+" Municipal Class Environmental Assessment which requires a public information centre to be held during the design phase. As part of this project the following tasks will be carried out: • Collect and review background information • Topographic survey • Project and field assessments o Hydrology and Hydraulics o Terrestrial Resources o Geotechnical/Hydrogeology • Alternative Design Concepts • Public Information Centre • Environmental Impact Statement • Preliminary Design • Detailed Final Design • Submission for Permitting to Agencies for Approvals • Contract Preparation and Tender • Preparation of Operation and Maintenance Manual • Monitoring Plan Preparation • Construction Administration REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of D. Lupsa, Engineering Technologist, N. Gollan, Engineering Technologist, and L. Gordon, Director of Purchasing. Expressions of interest were advertised on the City of Kitchener Home Page and the Internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by seven (7) interested parties. By the closing date of Friday May 2"d, 2008, four (4) responses had been received. The Review Committee met on Thursday May 22"d, 2008 to review the submissions. A shortlist of three (3) Consultants was selected for further interviews. The Review Committee met on Thursday July 3rd, 2008 to interview the shortlisted candidates. The Committee elected to award the project to Philips Engineering Ltd., Burlington, Ontario.
