RECOMMENDATION
That proposal P08-067, Development Charges Background Study & Draft Development
Charges By-law Preparation, be awarded to Hemson Consulting Ltd., Toronto, Ontario at their
proposed price of $149,520., including G.S.T
BACKGROUND
The City requires a Development Charges Background Study to support the enactment of a new
Development Charges By-law to replace the City's existing Development Charges By-law (By-
law 2004-156 as amended by By-law 2006-243) which expires June 30t , 2009. The City issued
a request for proposal to seek a proponent to undertake background analysis, specific policy
analysis and incorporate data provided by City staff to complete a new Development Charges
Background Study and Draft Development Charges By-law. The successful proponent will,
amongst other duties, undertake background and specific policy analysis; incorporate data
provided by City staff; provide advice with respect to various Development Charge related
issues; help develop formal policies with respect to debt financing, front-end financing, credit-
for-service and/or refund agreements; assist with the approach to scheduling works in the
capital forecast and DC Charges Background Study and develop an approach to public
consultation and making presentations to various stakeholders.
REPORT
Request for proposals were advertised publicly in The Record, on the City of Kitchener website
and the Internet through the Ontario Public Buyers Electronic Tendering Information System.
Three (3) potential bidders downloaded the request for proposal documents, and by the closing
date of Friday August 22nd, 2008, two (2) proposals had been received.
The following proposals were received:

Watson & Associates Mississauga, ON
The proposals were reviewed by D. Chapman, General Manager of Financial Services, P.
Houston, General Manager of Community Services, R. Browning, General Manager of
Development and Technical Services, J. Willmer, Director of Planning, J. Witmer, Director of
Operations, R. LeBrun, Director of Financial Planning and Reporting, G. Murphy, Director of
Engineering Services, M. Selling, Director of Building, F. McCrea, Assistant City Solicitor, J.
Sonser, Financial Analyst, and M. Palmer, Buyer, who concur with the above recommendation.
