RECOMMENDATION:
That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application
HPA 2008 -IV -019 be approved, to permit the installation of a front gate and mail box, all in

accordance with the plans submitted with the application; subject to the final design of the front
gate and mail box being reviewed and heritage clearance issued by Heritage Planning staff,
prior to installation; and, subject to satisfying all other municipal requirements pertaining to the
location and design, including height, of the front gate and mail box.
BACKGROUND:

front gate and a mail box, on
the property municipally
addressed 300 Joseph Schoerg
Crescent, and formerly known
as 437 Pioneer Tower Road.
REPORT:
The subject property is located on the south side of Joseph Schoerg crescent in the Pioneer
Tower Vilest community, and is subject to a Heritage Conservation Easement Agreement and
designation under Part 1V of the Ontario Heritage Act. The key features that define the heritage
character of this property include: the Betzner Farmhouse Building; the Betzner Drive Shed
Building; and the Cultural Heritage Landscape. The designating by -law identifies the unobstructed
view to the Grand River Valley as a significant cultural heritage landscape. The heritage features
identified in the easement agreement are the same as those referenced in the designating by -law.
HPA - 2007 -IV -013 permitted the introduction of a stone gall along a portion of both the front and
side lot lines. In addition, the HPA permitted the introduction of several pathways on the property,
including a pathway Leading from the front lot line to the front door. The applicant is now proposing
to install a front gate at the point where the stone wall and the front walkway meet at the front
property line. In addition, the applicant is proposing to introduce a new mail box. The new mail box
will be located adjacent to the street in front of the stone wall to the north west of the front path (and
gate) that leads to the front door.
The proposed gate will consist of 12 to 18 square inch wood beams that will be 6 feet high,
projecting approximately 2 feet above the stone wall, and rough hewn in appearance. The wood
beams will be pointed at the top and wrapped in copper. The gate (including wood beams) will be a
maximum of 8 feet 4 inches wide. The gate will be constructed of wrought iron surrounded by a
wood beam frame that is rough sawn board in appearance. The design of the wrought iron insert
has not yet been finalized but will either be straight spindles (as shown in the sketch attached with
the HPA) or a patchwork square design. The gate will be curved along the top and it will swing
inwards towards the house and property.
The applicant has proposed two options for the new mail box. The first option includes a stone
base with wood beam while the second option only includes a wood beam. The applicant has not
confirmed the preferred option but noted that there is a concern with the stone base because of the
potential for damage from snow ploughs in the winter. Note that either option will replace the
existing mail box.
Option 1
The proposed mail box will consist of a 6 to 10 square inch old wood beam that will be rough hewn
in appearance with a pointed top wrapped in copper. The wood beam will be installed on a 24
square inch dry laid stone base. The total maximum height of the mail box (including stone base
and wood beam with point) is 6 feet. A sketch of option 1 is included in the HPA.
Option 2
The proposed mail box will consist of a 6 to 10 square inch old wood beam that will be a maximum
height of 6 feet and rough hewn in appearance with a pointed top wrapped in copper.
As noted earlier, both the Part IV designation and the Heritage Conservation Easement
Agreement identify the importance of the unobstructed view to the Grand River Valley as a
significant cultural heritage landscape. In reviewing the merits of the application, Heritage
Planning staff note that the proposed introduction of a front gate and mail box will not detract
from the cultural heritage landscape or the character of the property as a whole.

FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed front gate and mall box will not detract from the cultural heritage landscape or
character of the property. Accordingly, staff recommends approval of HPA- 2008 -IV -019.

Where City Council refuses an application to alter the property or consents to such application upon certain terms and conditions, the owner may,
within thirty days after receipt of the notice of Council's decision, apply to Council for a heaving before the Conservation Review Board. where
City Council refuses consent to demolish or remove a building or structure on the property the decision of the Council shall be final. The owner
shall not demolish or remove the building or structure or do any work or cause or permit any work to be done in the demolition or removal of the
building or structure or any part of it, unless, the owner has obtained a building permit to erect a new building on the site of the building or
structure sought to be demolished or removed AND 180 days have elapsed from the date of the council's decision to refuse the application.

3ood Morning- -our stone gall is almost complete and we wish to add a front gate and a new mail box -- Attached are the draft
ravings. Please advise if these will trigger a Heritage Permit application -if so I am hoping that it can be a delegated approval as I
vould like to proceed quickly.
Fhe posts are wood beams 18" sq with a copper clad point and a copper mail box - -they will "silver" over time as the copper turns
3reen. The gate will be wrought iron surrounded by 3" vide rough sawn boards -also left natural.

Please find attached a Heritage Permit application for the proposed gate and nail box. The location of the
mailbox was included in the last permit request and will be beside our front walkway.
The Gate will consist of a wooden beam which: will be rough hewn in appearance. Depending on ghat is
available it will range in size from 12" to 18" square. It will have a routerd centre column. The gate will be
pointed at the top and this will be gapped in copper. Over time, the copper will tarnish a nice soft green
while the post will weather and turn a silver -gray. The gate portion will be a wooden beam frame around a
wrought iron insert. The wood frame will be smaller beams and these will also remain natural. The design
for the wrought iron insert has not yet been finalized but will either be straight spindles as is shown in the
sketch or a patchwork square design.
The posts will be approx 6' high and project approx 2 ft above the wall. The gate will be curved along the
top and it will swing inward.

am trying to finalize the report regarding your HPA. The information that you provided does not confirm the height of the nail box
)r the materials for the base. I suspect (based on the sketch) that the base will be similar to the stone wall. Please confirm. Also,
Tease confirm the dimensions of the base (and wood beam if different from the gate) and the total height of the wood beam that wil
,)upport the mail box. You also mentioned that the location of the mail box was shown on a previous drawing. I pulled that drawing
and just wanted to confirm that the mail box will be located to the north west of the front path that leads to the house (or if you are
ooking at the house -- on the right hand side of the path). Please confirm.
